Duties
You will be responsible for overall program development and oversight of programming, planning, budgeting, and execution of assigned program goals and objectives.
You will assist the Program Manager/Deputy Program Manager in independently resolving problems or issues impacting effective program execution.
You will lead the development of product support solutions for submarine programs, ensuring that they are both effective and cost-efficient.
You will lead and positively motivate others and be able to able to work collaboratively with a range of stakeholders, including engineers, manufacturers, and military personnel.
You will oversee identification of resource requirements and development of strategies for program planning, budgeting and execution (PPBE).
You will develop, acquire, and allocate resources to accomplish mission goals and strategic objectives.
You will provide advice and guidance to render decisions on specific problems presented by subordinates.
You will identify and resolve highly complex problems that cross organizational boundaries and promulgate solutions.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level, NH-03 (GS-12/13 equivalency), or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing or leading program development (e.g. programming, planning, budgeting, and execution) to streamline process and resolve complex issues for the cost-efficient enhancement or optimization of a submarine or ship program.
