The primary purpose of this position is to perform high level staff duties in support of the Commandant of Cadet and Director of Training Operations by development and coordination of Cadet Military Training (CMT) Wing Schedule Programs.

Duties

Assists with the planning, organizing, and execution of activities for the Scheduling Branch ensuring that all Cadet non-academic scheduling, escort, and summer scheduling complies with legal and regulatory requirements and meets the needs of the Cadet Wing. Prepares, coordinates, publishes the Cadet Wing Master Calendar for all training events, all Schedule of Calls, Operation Orders (OPORDS) for all major break and transition events. Academic year Military training scheduler lead. Manages all facets of the Commandant of Cadets' registrar to effectively administer the cadet scheduling and grading program for Commissioning Education. Provides policy, guidance, and instructions on cadet scheduling and excusal. Maintains the Cadet Military Training Schedule access page that combines all Mission Areas into one schedule. Conducts and/or leads studies and/or initiatives to improve the program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Designs comprehensive studies and/or projects characterized by extremely broad boundaries and difficult to determine in advance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. Working knowledge of organization, programs, missions, and functions of the parent military command along with knowledge of analytical and investigative techniques to conduct staffing requirements and utilizations and/or field installations. Skill in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the structure, policies, objectives, plans, and operating practices of the academic environment. 2. Ability to operate various office automation software programs, tools, and techniques to support office operations to include a Student Information System/Human Resource Information Software and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs, and training materials. 3. Ability to plan, organizes, and directs the functions and mentor, motivate, and apprise staff. 4. Ability to prepare, receive, review, maintain and compile information for reports, office records, and official correspondence and meet short notice changing requests and scheduling taskers. 5. Skill and ability to use a Student Information System, and office automation products required in carrying out project assignments of considerable difficulty and with little to no specificity regarding approach to be followed. 6. Skill and ability to use a Student Information System, and office automation products required in carrying out project assignments of considerable difficulty and with little to no specificity regarding approach to be followed and conduct both in-person and virtual training to large, diverse audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
