You will serve as a PROGRAM MANAGER in the Technical Division, Missile Branch, Program Integration of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will lead in Procurement Planning and Acquisition Strategies from simple to extremely complex contracts.
You will assist Contracting Officer's Representative (COR) with the process of acquiring delegation letter(s), invoicing and payments, expenditure tracking, and Earned Value Management responsibilities.
You will organize and manage the Contract Work Statement (CWS) review with all PDSS budget executors, the contractor, SPN and SPLe to ensure technical content is accurate and appropriate.
You will serve as the branch technical representative and liaison during the pre-negotiation business clearance development and approval processes, contractor/government negotiations, and all other branch pre/post award efforts.
You will serve as Quality Assurance manager - plans, directs and manages the entire QA program for the missile branch.
You will be responsible for management of the SP27 contract incentive program.
You will monitor and evaluate contractor performance against the incentive provisions, determines the appropriate adjustment to the contract fee, and provides this data to the Contracting Officer for inclusion in the necessary contract modifications
You will develop, manage, and defend the SP27 Incentive budget package through the SSP budget review process and during program implementation.
You will serve as the COR for other contracts as assigned within the SP27 Branch, tracks all SP27 contracts and assists SP27 CORs to achieve certification.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Nuclear Deterrent Mission position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and assessing acquisition strategies for a major defense contract to effectively manage and execute multiple complex activities for the long range administration and operation of a contracting program.
