The primary purpose of this position is: to provide professional accounting services to the Air Force Special Programs Accounting and Finance Office (AFO), related field activities, and other customers such as other elements of the Air Staff and OSD.

Duties

DUTY 1: Manages accounting and related feeder systems and interfaces. Serves as a senior staff accountant responsible for analyzing and evaluating financial and accounting plans, proposals, and systems changes; assessing the impact of accounting and accounting feeder systems; and ensuring financial system integrity. DUTY 2: Serves as a senior accountant for Air Force Special Programs responsible for developing fiscal and financial management policies, standards, and guidelines for the Accounting and Finance Office. DUTY 3: Serves as senior staff accountant in a DoD agency or military component staff level responsible for developing fiscal and financial management policies, standards, and guidelines for the agency or activity. DUTY 4: Serves as a senior supervisory accountant responsible for maintaining an entire accounting program characterized by full-service accounting and finance system specifically developed for special programs financial operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include providing staff level program control assistance by coordinating and integrating financial management operations applicable to all areas of OAC 60 and 17. Ability to manage all staff and including government employees, assigned military and contract technicians; implementing financial management personnel policy and procedures and making appropriate recommendations in key areas of recruitment, performance appraisals, promotions, reassignments, training, Financial Management Career Program, awards, etc. Incumbent plans, manages, organizes, and directs the activities and priorities of the branch and formulates and establishes short and long-range objectives to meet future requirements and to assure the proper execution of programs and resources. The incumbent is a decisive force in recommending action, encouraging cooperation, justifying recommendations, and persuading others. The incumbent provides administrative guidance to subordinate work leaders and directly assigned staff. The incumbent exercises initiative and shares responsibility for all programs within the branch. Responsibility is assumed for problems where few, if any, precedents exist. The incumbent possesses professional, comprehensive knowledge of and skill in applying financial management laws, guidance, and regulations across the full range of special programs operations including accounting principles and theories, financial management techniques. Incumbent works independently and through assigned work leaders and staff financially managing work associated with operational programs or systems and to analyze and advise managers on financial management matters. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the laws and regulations governing accounting procedures. Ability to interpret financial reports, schedules, and statements. Knowledge of financial management systems and concepts. Knowledge of generally accepted accounting principles and standards. Ability to plan, organize work, and meet deadlines. Ability to communicate orally. Ability to communicate in writing. CONDITIONS OF EMPLOYEMENT CONT. Incumbent must be able to acquire and retain a TOP SECRET/Special Compartment Investigation security clearance based on a Single Scope Background Investigation and remain eligible for access to sensitive compartmented information. Some travel by commercial and/or military aircraft is required for the purpose of performing temporary duty. Incumbent must file a SF-450, Confidential Financial Disclosure Report. The work is mainly sedentary and performed in an office atmosphere. However, there may be irregular unscheduled hours, exposure to all kinds of weather, walking, standing, bending and carrying of light items. No special physical demands are required to perform the work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement.
