About the Position: Serve as the Continuity of Operations (COOP) Program Manager (DAMO-OD-AOC) representing the Army to the Office of the Secretary of Defense (OSD) and Joint Staff for participation in continuity planning, execution, funding and Chairman Joint Chiefs of Staff (CJCS) Continuity Programs.

Duties

Serve as senior staff advisor to the Director of Operations, Readiness and Mobilization for all matters pertaining to program proponency, policy development, and oversight of the overarching U.S. Army Continuity of Operations (COOP) program. Oversee the development, implementation, budgeting and programming, operations planning, and readiness of the Headquarters, Department of the Army (HQDA) COOP program. Develop and deliver briefings to the Army senior leadership to detail the scope and participation in Continuity of Operations to meet Federal and OSD requirements. Ensure the formulation, establishment, continuation or revision of policies, plans, programming and resources for the U.S Army COOP and exercise program are supported. Monitor suspense dates and maintains contact with the Action Officer(s) and support contractors to provide guidance. Serve as the Army Staff proponent for Army Regulation 500-3, U.S. Army Continuity of Operations Program Department of the Army Pamphlet 500-30, U.S. Army Continuity of Operations Program and Planning Procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require employee to work overtime during normal business hours.
  • Position may require employee to work overtime on an emergency basis. Position may require shift work hours.
  • Frequently, incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone and/or pager (Government furnished).
  • Incumbent must participate in any "call back" drills conducted by the organization (unless on approved leave).
  • Incumbent is part of the AOC Continuity Team and may have to deploy on short to and work from an alternate location for up to 30 days.
  • Work may require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States.
  • Incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) travel may be required 25% or more of the time.
  • This position is mission essential.
  • Must be able to obtain and maintain a Top Secret/ Sensitive Compartmented Information
