You will serve as a FOREIGN DISCLOSURE OFFICER in the U.S. SECOND FLEET COMMAND of COMSECONDFLT.

Duties

You will disclose or release US Classified Military Information (CMI) and Controlled Unclassified Information (CUI) in specific categories where U.S. Second Fleet has ownership. You will interpret and apply Department of Defense (DoD), Department of the Navy (DON), U.S. SECOND Fleet policies, and international cooperative program guidelines. You will develop and maintain a continuing disclosure program requiring coordination with and training for the command’s Foreign Disclosure Representatives (FDR’s). You will initiate actions, receive requests from several divisions, and review material and determine if all disclosure criteria have been met. You will determine the propriety of the disclosure of information to foreign governments in response to requests received, advise command leadership on the validity of requests, and review documents, pictures, equipment and data proposed for release. You will collaborate with government officials to determine requirements and resolve potential complications.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is an obligated position. The former incumbent has return rights to this position under PL 86-585
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the FOREIGN DISCLOSURE OFFICER, GS-0301-13 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with classified material, sources of classified information, intelligence methods, and foreign partner relationships in order to analyze and interpret regulations. Experience applying foreign disclosure policy to develop guidance in accordance with applicable U.S. SECOND Fleet operating requirements. Experience responding to problems and questions involving the implementation of foreign disclosure guidelines and ensuring proper compliance with guidelines throughout U.S. Second Fleet staff. Experience with legal statutes, and DoD and DON regulations and directives that pertain to the establishment of International Cooperative programs, to include program protection, security and technology transfer issues. Experience with software and office applications required to meet foreign disclosure record keeping and reporting requirements, and multi-discipline intelligence and security concepts and procedures to resolve problems that relate to disclosing technical information and its effects. Experience applying policies, procedures, and requirements established under appropriate authorities to protect information that, if subjected to unauthorized disclosure could reasonably be expected to cause damage to national security.
