You will serve as a SUPERVISORY ADMINISTRATIVE OFFICER in the ADMINISTRATIVE, MANPOWER & PERSONNEL DEPARTMENT (N1) of NAVY CYBER DEFENSE OPERATIONS COMMAND. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

You will serve as the Supervisory Administrative Officer and the Deputy Administrative Officer (N1). You will serve as the principal advisory to the N1 and the Executive Director on the internal command processes and procedures for management of the civilian and military personnel and manning/manpower proactive network defense. You will direct and coordinate all administrative functions within the Command. You will develop replies to correspondence on a wide variety of subjects requiring good writing skills, tact, sensitivity, and a thorough understanding of command philosophy and objectives. You will review, analyze and interpret administrative directives and policies issued by higher Headquarters, Department of the Navy (DON) and Department of Defense (DoD). You will develop internal Navy Cyber Defense Operations Command (NCDOC) military and civilian personnel business policies for all aspects of manpower/manning personnel administration and management. You will direct, plan, implement and monitor command military personnel programs and develop military personnel management policies and procedures impacting Military Awards Boards and Promotion Notifications. You will create and maintain internal command consistency policies and processes for supervisors to use for the onset of recruitment actions that pertains to new civilian hiring, reassignments, realignments, and data element changes. You will oversee the command pre-employment and new employee indoctrination and onboarding requirements to include giving the Oath of Office, scheduling and coordinating drug testing and/or physicals. You will serve as the Performance and Awards Program Manager overseeing the civilian performance management through the Defense Performance Management and Appraisal Program (DPMAP). You will be responsible for the management of the civilian Drug Free Workplace Program (DFWP). You will analyze proposed pay and leave legislation and regulations for impact on the command policies and programs. You will manage changes to organization structure and submit Position Organization Address (POA) updates via Human Resources Office (HRO). You will manage the Voluntary Leave Transfer Program (VLTP). You will serve as the primary specialist and consultant to management on all manpower/manning matters with independent responsibility for resolving controversial, complex and very difficult types of problem cases. You will be responsible for performing administrative and analytical duties in the area of manpower management and general administration. You will provide direct supervision to civilian and military personnel within the Administrative Department by outlining and defining job objectives. You will conduct performance reviews and evaluations/Fitness Reports (FITREPS) per command guidance.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience analyzing and evaluating administrative aspects of manning and manpower resource management. -Experience providing expert advisory services for a full range of staffing, manpower, and manning related matters. -Experience establishing long range plans, goals and objectives for developing personnel programs. -Experience tracking and resolving issues with staffing concerns and shortfalls. -Experience supervising personnel by planning, directing, setting work priorities and deadlines, leading and monitoring the work of a team. This position is within the Work Category SUPERVISION/MANAGEMENT at Work Level FULL PERFORMANCE, Series and Grade GG-0341-13.
