About the Position: The incumbent will be a Shift Supervisor for the Security Guard force assigned at the Physical Security Division - Access Control at Presidio of Monterey.

Duties

Enforce of federal, state, and local laws and official orders and regulations. Control of movement of personnel and vehicles through the installation. Develop training plans and conducts training based on approved training courses and regulatory requirements. Supervise necessary training for guard personnel in the use of weapons, protection against espionage, sabotage, and other organized subversive actions. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Provide security orientation to installation command personnel and provides input to developing manning and budgetary requirements. Plan and coordinate the activities of guard shift, through Lead Security Guards, to insure the maintenance of physical security standards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for this position.
  • Incumbent must participate in regularly scheduled training in the techniques of use of deadly force, counter-terrorism, first aid, firearms, actuating anti-vehicle barriers, search and seizure, security operations.
  • Incumbent must wear prescribed uniform.
  • Incumbent must possess and maintain a valid driver’s license.
  • Incumbent will be required to pass entry level and annual re-certification of standard Army physical fitness/agility test.
  • Incumbent must undergo and pass periodic medical exams of physical, emotional and mental stability.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Shift work is required, or a change in work shift may be necessary.
  • Individual agrees to submit to an initial urinalysis as well as on a recurring basis, in accordance with AR 600-85.
  • This position requires the incumbent to obtain an Individual Reliability Program (IRP) certification in accordance with Army Regulation 190-56.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals
  • This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
  • Duties and training require for the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary

Acceptable specialized experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
