This position is part of the Cooperative Threat Reduction (CTR) Program at the Defense Threat Reduction Agency. The incumbent will be responsible for implementing projects in cooperation with the governments of countries around the World.
Duties
As a PROGRAM MANAGER at the GS-0340-14 some of your typical work assignments may include:
Serves as the Senior Operations Manager in the CTR Directorate's Central and Global Department for projects funded through CTR legislation.
Leads the department in the absence of the department chief.
Manages all internal coordination for the operation managers for the two divisions within the department by setting priorities and direction for the acquisition and budgeting process for implementation of mission objectives.
Ensures mission objectives are obtained through the execution of several ongoing projects across different divisions.
Manages project development and execution with international and interagency organizations.
Manages the Program Budget Management Tool (PBMT) and other planning, programming, budgeting and execution tools to capture out-year Program Objective Memorandum (POM) and Spend plan changes.

- Must be able to obtain and maintain a TOP SECRET/SCI clearance based on a favorable Single Scope Background Investigation.
- Subject to pre-employment drug testing and periodic random drug testing thereafter.
- TDY to CONUS and OCONUS locations including remote sites is required up to 35% of the incumbent’s time.
- Medical inoculations are recommended for entry into most geographic areas. However, some geographic areas require medical clearances and inoculations prior to entry.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Leading the evaluation/selection for the selection of a contract or task order; managing projects (cost, schedule, and performance);
Serving as Contracting Officer's Representative (COR);
Leading and managing project teams; developing effective working relationships with DoD, interagency, and
international partners; and
Leading delegations overseas in meetings with senior foreign officials for technical discussions on new or
ongoing projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
