Duties
As a PROGRAM ANALYST you will be responsible for the following duties:
Program Management position is assigned to the DCSA Adjudication and Vetting Services (AVS.)

- Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.

- Incumbent is required to attain Program Manger certification within two (2) years of entry on duty.
- Incumbent must possess legal and personal qualifications to operate passenger-type motor vehicles.
- Frequent Temporary Duty Travel may be required.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: : facilitating, developing and/or oversight of related operational support initiatives, products and programs; project management processes, initiation, planning execution, monitoring, controlling, and closing of projects; managing cross-functional portfolios, programs, and projects to deliver identified business requirements to improve business operations; and financial management, program management, process and system design, operations, production, quality assurance and control, and performance metrics.
Specifically you will be evaluated on the following competencies:
1. Program Management - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.
2. Program Planning, Review and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurements of program accomplishments and results.
3. Process Management - Develops and monitors processes and organizes resources to achieve desired results.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
