This position is the team lead of the External Programs. It is established to oversee and/or investigate and conciliate allegations of discrimination; identifying systemic or institutional barriers to equal opportunity; propose or implement solutions to complex problems when the work involves a high degree of analysis; and apply judgment in interpreting complex factual situations in light of laws, regulations, and precedent decisions governing a civil rights or equal opportunity program.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirement.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience developing, implementing, and providing assistance with civil rights policies and programs for an agency.
Experience providing advice to leadership in two or more of the following: Title VI, Section 504, Americans with Disabilities Act (ADA), Age, Title IX or other applicable regulatory.
Experience independently processing external discrimination complaints.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Equal Opportunity laws, principles, regulations, policies, and relevant decisions sufficient to recognize and assist management officials in resolving systemic Equal Opportunity problems and provide technical recommendations for resolution of alleged discrimination.
Knowledge of Title VI of the Civil Rights Act of 1964, as amended, Title IX of the Education Amendments Acts of 1972 Americans with Disability Act, Age Discrimination in Employment Act, and the Rehabilitation Act of 1973, precedent court and administrative decisions, agency rules, and procedures sufficient to conduct investigations and settlement of agreements.
Skill in factfinding and analysis to determine the meaning, relevancy, veracity, and importance of a large body of complex and interrelated facts, weigh evidence, make conclusions, and recommend decisions.
Ability to write in a clear, concise, organized, and convincing manner for the intended audience.
