The primary purpose of this position is to provide quality customer service and perform a variety of technical and administrative duties in support of education and testing services and civilian, military and on the job training programs.
Duties
Assists military personnel of all ranks, their dependents, and/or civilian personnel, and retirees, in determining career and academic goals by providing detailed information concerning colleges and universities, testing, other methods of credit development, and other DoD educational and training opportunities.
Provides financial aid information for educational programs, determines Military Tuition Assistance (MTA) eligibility and advises personnel on MTA policies and procedures.
Assists with civilian employee development and military training programs.
Performs ancillary duties as required.

- The complexity of the joint base environment requires an extensive knowledge of Department of Defense objectives, policies, procedures, or pertinent regulatory requirements affecting military and civilian education/training programs (cont. below)

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Personal data to which the employee has access must be controlled by the Privacy Act of 1974 and must be safeguarded appropriately.
- May be assigned to assist occasionally in a variety of program areas encompassed in the Education and Training Section as required.
- Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. A qualified typist is required.
- Knowledge of the continuing education programs offered at JB MDL and at academic institutions in the surrounding area in order to provide educational assistance and enrollment information (cont. below)
- (cont.) to prospective students using a variety of occupational, vocational, and career development resources (educational and/or community).
- Knowledge of the mission, policies and programs of the education center in order to answer inquiries and refer visitors to the appropriate staff members
- Ability to communicate effectively, both orally and in writing, and to plan and organize work and to meet deadlines.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions Education and Training Technician Series 1702
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of extensive body of rules, concepts, techniques, procedures and operations of Education and Training programs to perform a wide variety and full range of assignments to resolve routine/recurring problems and identify and elevate unique problems in development, academics and training operations. Knowledge of rules, procedures and operations concerning military education program requirements to sufficiently initiate, monitor and amend student record using automated systems. Knowledge of Education and Training program mission and objectives to perform assignments related to the functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of education and training websites and databases such as but not limited to: Air Force Automated Education Management System (AFAEMS), Military Personnel Data System (MilPDS), Course Development Student Administration/Registrar (CDSAR), Air University Student Information System (AUSIS), Air Force Files Information Management System (AFRIMS), TDY-to-School Information System, Enterprise Information Management (EIM), and Defense Connect On-line (DCO).
2. Working knowledge of general office administrative and clerical procedures to distribute mail, answer telephone, keep appointment calendar, maintain files/office forms, and order supplies.
3. Technical knowledge and skill in the application and interpretation of DoD, Air Force, and other applicable policy, directives, instructions, and regulations as they relate to areas of responsibility.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
