THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Duties

You will evaluate the need for quantitative assessment of air contamination, noise and other physical stressors as well as the quantitative assessment of ventilation systems. You will prepare notifications as required and documentation for personnel medical records. You will review plans, when requested, for new construction and alterations of existing facilities at the installations included in the Industrial Hygiene Program. You will investigate health problems that arise among workers, such as individuals having indoor air quality problems, related to their work environment. You will document shops, processes, Similar Exposure Groups (SEG), and samples in the DoD designated DOEHRS-IH database. You will maintain other data and metrics necessary to document work accomplished and perform program assessments. You will participate in educational programs designed to inform representatives of agencies served by the program and employees of applicable legislation, latest techniques, and general occupational health. You will assist in developing training plans and schedules covering all activities within the program. You will have professional knowledge of industrial hygiene concepts, principles and practices applicable to the conduct of comprehensive industrial hygiene surveys in a wide variety of industries.

Requirements

  • Exposure to hazardous noise levels may be encountered.

  • The incumbent must, as a condition of employment, be immunized on an annual basis against influenza.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying industrial hygiene concepts, principles, and practices carrying out all industrial hygiene programs; analyzing and evaluating occupational health hazards to include those for which the nature and extent of hazards is not completely understood; Experience assisting in devising control measures for ventilation, shielding, material, substitution, and change in work procedures and drafting industrial hygiene policy and guidance for occupational health and safety professionals. DOEHRS experience and making statistical exposure assessments is preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.
  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science.
  • -A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene or
  • Certification from the American Board of Industrial Hygiene (ABIH).
Courses in the history or teaching of chemistry are not acceptable.
