About the Position: Serves as a specialist in the Public Affairs Office with responsibility for researching, writing and disseminating sensitive, critical or complex information and producing appropriate and varied communication products for both internal and external audiences, with a focus on applying these skills to the organization's media relations operations.

Duties

Develop public affairs and/or strategic communication plans for specific issues or projects in collaboration with project managers. Serve as a spokesperson for the District to local, regional and national print and broadcast news media representatives on District's programs and activities. Interview and confer with program specialists to obtain latest information for use in appropriate news products. Prepare and disseminate products including, but not limited to, news releases, articles, speeches, briefings, photographs with captions and interviews. Arrange and prepare materials for news conferences, interviews and media tours between Corps officials/facilities and news media representatives. Respond to media inquiries and meeting individual media deadlines and needs. Capture and record video footage and images using digital cameras and related equipment. Import video footage into digital/analog processing software (i.e., Adobe Premiere) to edit and produce quality video products.

Specialized Experience GS-09: One year of specialized experience which includes 1) Assisting with preparing news releases and articles at local events such as press conferences, town hall meetings, or meetings with other targeted audiences, AND 2) Utilizing video editing equipment and or software to edit and produce quality video products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Political Science, Public Administration, Communications, Public Policy or other applicable fields of study. (Note: You must attach a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07. Specialized Experience GS-11 One year of specialized experience which includes 1) Editing, publishing, and/or sharing engaging content through traditional and digital media platforms; 2) Preparing news releases and articles at local events such as press conferences, town hall meetings, or meetings with targeted audiences; AND 3) Creating multimedia content, for fliers, short clips, videos, etc., using a combination of writing, graphic design, or video editing to produce quality video products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Political Science, Public Administration, Communications, Public Policy or other applicable fields of study.. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
