As a Construction Control Representative for the Manhattan Service Center (2PMG) within GSA's Region 2-Northeast and Caribbean region,  you will be responsible for the technical, financial, and business management  of assigned projects from the preliminary identification stage through initiation, planning, execution and project closeout stages. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Meet with contractors, manufacturers’ representatives, Lessors, and/or Government agency representatives to establish construction requirements. Establish communication protocols on projects. Determine project risk and assess project activities and resources to mitigate risk. Balance competing objectives between GSA and its customers. Monitor projects to ensure projects stay within the approved funding, scope and schedule. Perform progress and final construction inspections checking in detail all phases of contract compliance with contract documents, identifies deficiencies and follow up to ensure correction of same. Complete all administrative actions required to close out assigned projects. Develop scopes of work for designated construction projects, which include a written narrative, plans, sketches, specifications, and / or other design documents necessary to communicate the project intent to the customer, the design firm, and/or the general contractor. Conduct site investigations and communicate with the general contractor to insure the work complies to the contract, particularly with regards to quality, cost, schedule and safety. Represent the agency in the management of construction contracts for the preservation, restoration, alteration, and/or rehabilitation of public buildings and/or leased federal space. Serve as the primary point of contact for the customer and has overall responsibility for providing customer service. Serve as the Contracting Officer’s Representative (COR). Recommend the preferable project delivery process procedure (contracting methods) for design and construction. Assist Contracting Office in negotiating contracts and design changes with A/E firms in coordination with agency representative. Administer A/E, alteration and new construction contracts and recommend approval or rejection of all or parts of the proposals. Participate in review of bids, contractor’s proposals and contract specifications, as well as in contract negotiations and technical and business discussions with contractors. Make recommendations to contracting officer concerning contract modifications. Develop cost estimates for projects and change orders. Evaluate contractors cost proposals and determine a fair and reasonable price for the work.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-12 salary range starts at $102,163.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.  Specialized experience equivalent to the GS-11 level is experience: Applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); Defining requirements with customers; developing construction cost estimates; inspecting construction; Administering construction contracts; and Reading and interpreting engineering and architectural plans and specifications. Such experience must also include independently managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
