Operates tractors, mowers and various heavy machinery to maintain facility grounds (i.e. snow removal, landscaping, pruning, planting, etc.)
Duties
The duties of the Tractor Operator includes but is not limited to:
Tractor & Equipment Operation
Operates tractors and mowers with either towed or mounted auxiliary equipment.
Changes towing attachments and connections and perform many adjustments.
Maintains the equipment that they use.
Operates the equipment on level and rolling terrain such as open fields, along roads and on hills.
Performs routine equipment checks by visual inspection of tires, fluid levels, damage to vehicles.
Operates a pressure washer, used to clean vehicles, various pieces of other heavy equipment, and areas such as sidewalks, brick, and stonework.
Grounds Maintenance
Assists the gardener in preparing the soil for plants, seeds, thins, transplants, trims, prunes, fertilizes, aerates, mulches, sprays, and dusts grass, ground cover, flowers, shrubs and trees.
Prepares new planting areas for propagation of wildflower beds, domestic flowers beds, trees, shrubs and grasses.
Prunes shrubs, trees and other plants to remove obvious defects and excess branches to obtain a proper balance between roots and top growth,
Modifies or retain the natural form of the tree, shrub, or plant.
Installs landscaping materials. Maintains gutters so they are free from leaves and other debris on campus buildings.
Maintains facility grounds year round by picking up trash, removing debris, utilizing tractor powered groomers and vacuums, and hand rakes to remove leaves and debris.
Performs snow removal from VA Medical Center property (streets, sidewalks, and parking lots) as a member of the Snow Emergency Response Team.
Assists to move furniture from building to building.
Drives vehicles such as sedans, vans, and trucks in the absence of motor vehicle operators.
Work Schedule: Monday - Friday 7:00am - 3:30pm

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 and 2 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
Ability to perform the duties of the Position without more than normal supervision (Operating heavy equipment (i.e. tractors, skid steer, forklift, excavator, etc.) AND Maintaining facility grounds (i.e. snow removal, landscaping, pruning, planting, etc.))

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Frequent arm and leg movement is required. The incumbent exerts very heavy physical effort in operating equipment controls and performing tasks that require frequent lifting, bending and moving objects weighing over 50 pounds. The incumbent may occasionally work from ladders, lifts and high places. The incumbent may be asked to extended hours due to weather conditions.
Working Conditions: The incumbent works primarily outside in all kinds of weather conditions and is exposed to temperature extremes, vibrations, and jolts from equipment. Operators are exposed to dust, dirt, grease, fumes and chemical sprays and be subjected to insect bites and probably bee stings. The incumbent is subject to cuts and bruises from flying objects, tree branches and the usual hazards associated with power equipment.
