This position is located in the Office of Management Strategy and Solutions (M/SS), Policy and Global Presence Directorate (PGP). M/SS catalyzes strategic insights and solutions to help improve the management platform and advance foreign policy goals. PGP is responsible for coordinating and overseeing the Department’s initiatives to implement the President’s Management Agenda.
Duties
Serves as a senior advisor to the M/SS Director in his/her capacity as ICASS Executive Board (IEB) Chair, leads efforts to influence high-level Departmental and interagency policy on cost-sharing at overseas missions.
Leads cross-departmental coordination to resolve complex operational and policy issues associated with the Department's management platform, provides expert recommendations on matters that affect multiple USG agencies.
Utilizes a wide range of qualitative and quantitative methods, conducts innovative, high-impact policy analysis, assesses the implications of various policy options, synthesizes divergent views, and provides strategic recommendations.
Leads extensive research efforts to evaluate policy alternatives and inform senior decision-making. Coordinates the analysis of economic, legal, and political considerations affecting Department priorities with regard to its management platform.
Lead interagency teams in conducting complex spending reviews of ICASS cost centers, identifying major opportunities for cost savings and operational improvements for the efficiency and effectiveness of the Department's work at its overseas missions.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in policy recommendations and implementation including the preparation and presentation of new policy for senior officials, initiatives, regulations, and/or legislation.
Experience in independently planning, designing, and leading complex and comprehensive analyses to identify solutions to improve the effectiveness, efficiency, and productivity of management and operational structures and processes.
Experience analyzing and evaluating the effectiveness of programs or operations in meeting established goals and objectives.
There is no substitute of education for specialized experience for the GS-15 position.
