Duties
This Program Analyst position is located in Operations Support (OS), Resource Management Office (RMO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides advisory services, assistance and guidance to managers, leadership, and employees on wide variety of personnel, employee development, and workforce analysis and administrative management support functions for the agency. Serves as a liaison with the Human Resources Office (HRO) to monitor, coordinate, and report on recruitment, initiating personnel actions, performance management, incentive awards recognition programs, strategic management, workforce planning & employment, advise and assist employees on compensation and benefits, time and attendance/labor and pay procedures, records management, employee relations (misconduct and performance), and grievances.
Leads and conducts analysis to make recommendations regarding current HR endeavors, projects, programs, employee development, and workforce planning. Has discretion to ensure alignment of organizational goals, policies, and the requirements of projects, programs, and other endeavors towards Operations Support (OS) mission goals. Utilizes partnering to facilitate and leverage working relationships with internal and external contacts.
Provide guidance and advice to the Directors, Division Chiefs and Branch Chiefs on the most appropriate method or procedure of analysis and evaluation to comply with program requirements while ensuring optimum management strategy, efficiency, and effectiveness.
Investigates and interprets mandated requirements in laws, directives, and regulations to assess program priorities and technical risks.
Note: The duties are at the full SV-J performance level.
Qualifications
To qualify at the SV-J (GS-14) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-I (GS-13) in the Federal service. Specialized experience MUST include all the following:
Experience providing advisory and consultation services to leadership officials on recruitment and hiring strategies, workplace violence and employee relations; and
Experience researching, interpreting, and applying appropriate, regulations, policies, and guidelines in at least two human resources program areas (e.g., recruitment strategies, employee relations, performance management, equal employment opportunity, employee benefits and workforce planning); and
Developing and presenting personnel reports (e.g., compliance, status, staffing plans) to management.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
