Duties
This position is located within the U.S. Department of the Interior, Office of the Secretary, Assistant Secretary-Policy, Management, and Budget, Deputy Assistant Secretary - Chief Human Capital Officer, Office of Human Capital (OHC), Workforce Relations Division (WRD) in Washington DC.
This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If selectee lives in the local commute area (LCA) of Washington, D.C., selectee may not be remote, but eligible for telework only.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Directs technical policy and administrative functions and management of initiatives and activities concerning Departmental employee relations, reasonable accommodation, performance management, employee awards and recognition, retirement, employee benefits, labor relations, workers' compensation, anti-harassment, and work-life balance programs.
2. Develops, recommends, and publishes Departmental policies and implementing procedures to carry out Departmental labor relations, employee relations, and other assigned area program objectives. Such policies establish the framework within which personnel management programs are executed throughout the Department by managers, supervisors, and human resources (HR) professionals.
3. Assesses the impact of proposed and existing legislation, Executive Orders, Secretarial documents, Office of Personnel Management (OPM) regulations, and other externally imposed requirements, to determine and communicate their impact on Departmental human resources management activities.
4. Develops solutions to complex problems involved in the implementation of human resource management initiatives. Devises methods or approaches for resolving conflicts between current practices and new strategies or proposals. Plans, directs, and/or conducts research into assigned functional areas to bring into use the best techniques and practices that have been developed in those areas.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
Washington, DC Salary Information: GS-15: $167,603 - $195,200 per annum (2025 pay table)
Remote Duty Location Salary Information: Pay will be set according to selectee's geographic area. For more

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
1) assessing the impact of proposed and existing federal legislation and regulatory compliance issues and their impact on Departmental/Agency human resources management activities specifically focused on labor relations, employee relations and Work-Life Balance programs;
2) developing, recommending, and publishing Departmental/Agency policies focusing on Departmental/Agency labor relations, employee relations and Work-Life Balance programs;
3) responding to legal inquiries explaining and justifying federal rules and regulations; and
4) briefing departmental senior leaders on changes in policies, legislation, and regulatory matters.
