This position is located in the Pacific Northwest Region, Region 6. The incumbent is responsible for performing work involved in Natural Resources Planning and Environmental law compliance, including the National Environmental Policy Act (NEPA) and the National Management Act (NFMA). Duties

Develops the annual program of work for all aspects of the unit NEPA accomplishment program. Responsible for gathering all the appropriate information in order to develop the current and long-range project planning. Responsible for the development, monitoring and maintenance of planning documents and action plans for all aspects of the program of work, including monitoring targets and making changes when needed. Serves as contact for facilitating the project planning efforts between inter—and intra-agency organizations. Coordinates the assimilation of needed requirements including environmental design, budget, safety, etc., in all program-planning efforts. Offers ideas and assistance concerning the execution of manuals, handbooks and field guides, and on operations of specific programs. Responsible for the collection and the analysis of professional social, cultural and economic data to measure and evaluate the effects of impacts of management proposals on the social, cultural or economic environment. Works with others concerning the efforts to utilize state-of-the-art techniques for analytical decision-making, statistical and economic analysis, information display and modification or adaption of them to fit units planning needs. Gathers and evaluates subject matter documents prepared by others and includes the required information and assumptions into the NEPA source document. May create social, cultural or economic study reports and evaluations into the correct portion of the NEPA informational document or may evaluate NEPA documents developed by others.

Qualifications

Basic Requirement: 0101: Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. 0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience (HR/SME): GS-11: One year of specialized experience equivalent to at least the GS-09 level in the Federal Service. Qualifying specialized experience includes meeting one or more of the following: Assisting with organizing and leading coordination efforts regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), Freedom of Information Act (FOIA) and organizational policy; Collecting and analyzing data needed for preparation of environmental documents; Participating on interdisciplinary teams carrying out routine environmental studies and evaluations to determine the consequences of various actions or events; participated on IDT to complete NEPA for forest land management plan; OR Reviewing permits, contracts, or work plans to ensure the design criteria or mitigation specified in NEPA decisions were incorporated into the implementation plan. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
