This position serves as a Health Technician and is assigned to the Veteran's Health Administration, VA Pacific Islands Health Care System, in the Primary Care Nursing Service. Health Technicians work as members of the Patient Aligned Care Team in Primary Care Services by acting independently, or with supervision from a licensed health care professional, if necessary, to perform both clinical and administrative duties.

Duties

Administrative Duties: Check documents from portals (i.e., CPRS and JLV) and document findings. Contact community provider after 14 days of appointment and request for notes. Correctly identify records associated with specialty consults and retrieve notes as needed prior to PACT appointment. Ensure that all electronic correspondence is sent to correct destination, complying with HIPPA and Privacy Act Laws. Examine whether medical records contain pertinent information prior to Primary Care appointment; work collaboratively with care team to ensure notes are complete. Check CPRS to ensure document has not already been scanned, avoiding document duplication. Quality checks of the scanned image will be conducted by the document scanner at the time of scanning. This includes adjusting image resolution and reviewing positioning and legibility. If an external document is illegible, the document scanner will indicate on cover sheet and return to originator of scanning request. If document contains insufficient patient identifying information, the scanner will notate this on cover sheet and return to the originator of the scanning request. Identify and index documents after verifying correct vendor and validity dates for the consult as needed. Answers telephone calls to clinic and directs telephone calls/messages to appropriate service/teams. Supports team and performs clerical duties (faxing and scanning). Sorts and delivers facsimile correspondence to digital folders. Manages clinic schedules of PACT provider to include nurse clinic and ancillary providers. Collects records to determine patient's eligibility/entitlement to medical care and uses appropriate data management and record keeping skills and techniques. Files all medical record information and correspondence in patient records and assures that patient's demographic information is accurate. Review recall list and ensure patients are appointed appropriately by AMSA. Notify AMSA of need to reappoint, cancel and/or reschedule appointments as needed. Provides cross coverage in all primary care clinics as needed. Attend and participate in team and staff meetings, huddles, and trainings. Assists in the completion of patient visit encounters. Performs other duties as assigned. Clinical Duties: Weight, vital signs, and reason for visit, perform and transmit EKGs Patient teaching and self-management reinforcement Glucometer including calibration Simple dressing changes Completes clinical reminders Clean and stock rooms between patients Completes and reviews patient Documentation in CPRS and processes orders within scope Possesses knowledge of proper handling and pre-cleaning of reusable medical equipment. Serves as the initial contact for patients seeking medical care Receives and directs patients and visitors and responds to routine inquiries Make appropriate referrals and consultations for provider review as indicate by clinical reminders requiring intervention and follow up. Scrubs clinic schedule ahead of time to ensure seamless and efficient care. Provide veteran health education and information to include but not limited to verbal instruction, review written education materials, direct to access other education resources. Direct patients to location of services and other departments and escort when necessary. Respond to patients by phone, secure messaging or in-person resolving issue of triaging to appropriate team member. Coordinate consultation requests to include instructing the patient on the consultation process, requisition of consultant's records and tracking to assure consultations are made timely and completed as well as requesting renewal of consultation. Perform CPR and first aid procedures in emergencies. Adjusts own assignment to assist in emergencies or unusual, unplanned situations Performs other duties as assigned. Work Schedule: 7:30am - 4:00pm Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2025. Individual Occupational Requirements: Specialized Experience: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. Experience and Education Requirements: Specialized Experience: Applicants must have 1 year of specialized experience equivalent to at least GS-4 that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled to be eligible for the GS-05 level. Specialized experience may include, but is not limited to: Collecting data from patients to include weight, vital signs, and reason for visit, perform and transmit EKGs; Assist with minor procedures, including obtaining and arranging necessary equipment, positioning patient, ensuring comfort and privacy; monitor patients during procedures; Interview patients and complete basic health screenings; and Performing CPR and First Aid procedures in emergency situations; will adjust own assignment to assist in emergencies or unplanned, unusual situations. OR; Education: Successful completion of a full 4-year course of study leading to a bachelor's degree, with courses related to the occupation. OR; Combination: Applicants may also combine education and experience to qualify at the GS-05 level. only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. The total percentage must equal at least 100 percent to qualify an applicant for GS-05. Note: Training - Completion of appropriate training such as in-service training programs, training acquired while serving in the Armed Forces, and government-sponsored developmental training programs will be allowed credit on a month-for-month basis, generally through the GS-5 level. Such training meets general or specialized experience requirements depending upon its applicability. Clinical Data Collection/DocumentationPatient CareVeteran and Customer Focus Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
