This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Marine and Aviation Cyber Center (MACC) with one vacancy located in Silver Spring, MD. Duties

As a Supervisory IT Specialist, you will perform the following duties: Manage objectives, including priorities, target dates, budget, and staffing. Play a critical role in developing the Marine and Aviation Cyber Center (MACC) short- and long-range plan and coordinate activities with the Branch Chiefs and Office of Marine and Aviation Operations (OMAO). Work with the Director to maintain the strategic plan and annual operating plan providing oversight, direction, and additional analysis in the establishment of goals, timelines and milestones. Carry out analysis and coordination of OMAO needs with a variety of customers throughout the organization, and work closely with the Director to establish priorities and timelines for services. Ensure the timely and effective implementation of programs and the accomplishment of established goals. Interact with contract development, award, and administration values greater than $5M. Provide program management, oversight, standardization, and coordination of all activities relating to the effective and efficient planning, development, integration, and execution of MACC programs utilizing Information Technology (IT) principles, concepts, methods, and practices. Direct the efforts to formulate and meet OMAO-wide enterprise IT standardization, efficiency and modernization efforts. Manage National Oceanic Atmosphere Administration (NOAA) and inter- governmental efforts to achieve IT directives and best practices. Achieve IT modernization and sound management using knowledge of IT Infrastructure Library (ITIL) and Federal Information Security Management Act (FISMA), functional policies, procedures, and techniques. Validate planning, development, administration and execution of MACC operational programs including web operations, data distribution, voice andideo support, network and administrative systems, data center operations, and full range of user support, including desktop support, licensing, storage, equipment, and unified communications solutions for telecommunications, messaging and collaboration. Direct and supervise subordinate supervisors overseeing professional staff of IT Specialists. Provide administrative and personnel functions through management and proxy actions that involve: leave administration; complaint and conflict resolution; staffing and position management; job performance standards; and providing assistance to employees, enabling them to reach an acceptable level of competence and growth. Personnel functions also includes recruitment, interviewing candidates for selections, promotions, and re-assignments, and actively participating in the Equal Employment Opportunity program with an emphasis on implementing regulatory requirements and adhering to provisions of any negotiated contracts with labor organizations.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the 2210 series: IT COMPETENCIES: For all position's individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND To qualify at the ZP-5 or GS-15 level: SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Providing oversight, direction, or analysis in the establishment of Information Technology (IT) goals, timelines or milestones; Planning, developing, administrating or executing operational programs such as web operations, data distribution, voice/video support, network/administrative systems, data center operations, or user support; and Formulating or achieving organizational enterprise IT standardization, efficiency or modernization efforts.
