Serves as the technical expert responsible for planning and conducting the continuing projects to produce OASDHI revenue estimates and related measures such as taxable earnings and earnings distributions in the Office of the Chief Actuary - Long Range . Provides projections of revenues and related measures to OCACT staff and other concerned parties for the President's Budget and for the Trustees Report.
Duties
Develops, updates and maintains computer programs of econometric models and sets of equations used to produce projections in the areas of annual taxable earnings.
Models must be used to produce estimates which need to be analyzed for accuracy and delivered to requesters in short timeframes. Model results are used as follows.
Projection of short-term (10-year) payroll tax revenue estimates for the President’s Budget (estimates are also used to determine actual transfers of taxes to the trust funds.
Maintains awareness and knowledge of current methods and techniques applicable to revenue estimation and experiments to improve model structure, ease of solution and distribution of results, and techniques for analysis of results.
Extracts data from Social Security program data sources to be used in developing and updating covered and taxable models. Identifies possible errors in source data and consults with other agency staff on improving data sources.
Provides authoritative findings to policy makers or their staffs concerning the effects of proposed changes in Social Security coverage, the tax base, and tax rates.
Independently identifies and undertakes research in areas of critical importance for the projections which require study.

To qualify for the GS-14, the applicant must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include: planning and conducting projects that involve applying mathematical and statistical theory to analyze or produce estimates of revenues, taxable earnings, and earnings distributions.
This position has an Individual Occupational Requirement (IOR), to meet this requirement you must have:
A. Degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
