You will serve as a DEPUTY PROGRAM MANAGER in the EXECUTIVE DEPARTMENT (N00) of NAVY MARINE CORPS SPECTRUM CENTER.
Duties
You will serve as Deputy Program Manager of the Navy Marine Corps Spectrum Center (NMSC) to a Program Manager position (GS-15).
You will conduct a continuing review of NMSC work accomplished to ensure overall objectives are met and to provide guidance and assistance in solving problems, and review completed work for conformance to policy and overall adequacy.
You will provide advice, guidance and assistance in all major functional and program areas, also coordinate with the Program Manager, makes program and operations work assignments.
You will outline general program requirements, milestones and project completion target dates, and plans and adjusts plans for accomplishment of assigned functions to meet schedules, deadlines, peak workloads, and changing priorities.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Occasional CONUS and OCONUS travel, less than 25%, is required.
- You must be able to obtain and maintain a government issued passport.
- Occasional evening/weekend work is required.
- This is a Mission Essential position.
- You may be required to report to work or remain at work to perform essential functions during contingency operations, natural disasters, extreme weather conditions, or other emergency situations deemed necessary by the Commanding Officer or Director.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in and knowledge of dealing with the frequency management authorities of other DoD agencies and departments, government agencies and departments outside the DoD NATO Military Committee, and commercial companies in the worldwide communications systems business.
Experience and the ability to give guidance to the Program Manager and Department Heads where numerous requirements are involved requiring judgement on the relative importance of the subject.
Experience and the ability to assume the Program Manager's responsibilities in his absence and ensures important decisions made conform to established NMSC.
