About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serve as a Command Functional Program Analyst, overseeing resource actions from funds distribution through budget execution. Decode program and dollar directives from the Department of Defense (DoD), Headquarters Department of the Army (HQDA), and other national intelligence agencies, advising staff and subordinate commands on implementation within INSCOM. Scrutinize budget estimates and supporting data in the General Fund Enterprise Business System (GFEBS) to ensure compliance with regulatory and legal constraints. Determine the availability of funds and distribute resources strategically to ensure maximum utilization throughout the fiscal year. Serve as the primary point of contact between INSCOM, HQDA, DoD, and other national agencies on all resource management issues. Independently tackle budget related challenges arising from new legislation or conflicting requirements, applying innovative solutions and modified criteria as needed. Utilize in-depth knowledge of the DoD Planning, Programming, and Budgeting System (PPBS) and the Department of the Army Planning, Programming, Budgeting, and Execution System (PPBES) to enhance program effectiveness. Apply expertise in Congressional, DoD, DA, NSA, and MACOM resource management policies, directives, and regulations. Employ understanding of various organizational and management structures within DoD, DA, Joint, Theater, and national organizations to improve coordination and effectiveness. Use analytical and evaluative methods to assess program development, aiming to improve organizational effectiveness and efficiency.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) Travel may be required 25% or less of the time.
  • This is a Financial Management Level 2 Certified position per NDAA 2012. Compliance with DoD and Army certification is required. Failure to certify in time may result in adverse action. See additional information section.
