This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the U.S. Army Criminal Investigation Laboratory (USACIL) Forensic Research Branch supervisor located in Fort Gillem, GA.
Duties
Serve as a recognized authority for forensic science research programs focused primarily on military forensic operations.
Maximize the impact of forensic research and development efforts by partnering with federal and DoD research counterparts when their research needs align with our military forensic requirements.
Assess laboratory technologies for commercial potential, marketing technologies, licensing intellectual property, providing technical expertise as appropriate, and disseminating information on federally owned products.
Direct forensic research and development programs and procedures for collaboration with civilian academia, the DoD research laboratories, and other DoD, U.S. partners, industry, and foreign partners to develop military forensic capabilities.
Serve as the first-line supervisor of the USACIL Forensic Research Branch.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the Temporary Duty (TDY) business travel approximately 35% of the time.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Must possess and maintain a valid stateside driver's license.
- Must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Biologist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Supervisory Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for Supervisory Chemist:
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes interpreting various complex laws and regulations to determine program objectives and develop policies, instructions, and procedures as required by the agency; planning, organizing, and leading personnel and scientific work programs in forensic research; and advising and collaborating with agency management, other scientists and professionals, and the public on complex scientific work programs.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
