The incumbent provides serves for the healthcare system, reporting to the Public Affairs Officer. The incumbent will provide oversight for planning and directing administrative and operational activities for all outreach programs at RVAHCS. Incumbent works on various public affairs and outreach duties, initiatives, and programs.

Duties

Duties and responsibilities include but not limited to: Program Administration: determines and develops program goals and objectives, develops short- and long-range plans for achieving them in conjunction with the overall plans of the facility and ensures alignment with strategic priorities; directs a comprehensive evaluation of program goals and objectives, and makes necessary adjustments to improve the effectiveness, efficiency, and productivity of outreach services; administers and ensures compliance in a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations; oversees purchasing and maintaining special equipment; and administers a management reporting system which provides appropriate data for decision making in such areas as organizational improvements and coordination among the organization's programs and services. The incumbent will communicate effectively with diverse audiences about VA healthcare; work diplomatically with internal and external customers; apply problem solving techniques; conduct research; plan community events; produce professional written and oral presentations; maintain confidentiality of information; keep abreast of emerging issues which impact RVAHCS; meet critical deadlines and may work flexible hours. Incumbent will regularly travel within and outside of the catchment area. Public Relations: develops and maintains cooperative and harmonious relationships with programs, groups, organizations, and other health care providers in the local community and at the state, network, and national levels as indicated, including, but not limited to RVAHCS Services and programs, Veteran Service Organizations (VSO), Veterans of Foreign Wars (VFW), American Legions, libraries, homeless shelters, community centers, senior centers, and military leadership; fosters positive relations with the media; ensures that issues raised by Veterans, their families, and/or representatives are adequately addressed; actively promotes productive relations with, and recognizes the contributions of volunteer groups and other service organizations; decides on facility operations commitments, considering resources, program needs and public relations implications; and participates and coordinates, as appropriate, activities of health care related associations, and of government managerial groups including, but not limited to, RVAHCS Stand Downs, Marine Corps Musters, Post-Deployment Health Re-Assessment Programs, Coming Home Events, Career Expos, emergency events, Fleet Week, and Yellow Ribbon events. Data Analysis: The incumbent works with the Office of Data and Innovation to collect and analyze data for all outreach sites and programs. The incumbent will use this data to determine area market penetration, Veteran retention strategies, and communication initiatives to Veterans within the two-year window. The incumbent Chairs the monthly Outreach Committee meeting that includes representation from programs including Medical Outreach, Homeless Programs, Veterans Justice Outreach (VJO), Tele-Health, Mental Health Advocacy Committee, Women's Health, Whole Health, CDCE, Health Administration Service, Suicide Prevention, and Veteran and Family Advisory Care (VFAC). The incumbent serves on the Strategic, Resource and Data Management Committees, providing regular updates for all outreach programs. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 01/07/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Writing press releases, speeches, and other promotional materials Building and maintaining relationships with stakeholders, community partners, and media outlets Preparing reports on outreach efforts and program strategies Conducting research and analyzing data on target audiences and campaign effectiveness Developing and implementing communication strategies and public outreach campaigns You will be rated on the following Competencies for this position: CommunicationsCommunications and MediaIntegrity/HonestyMultimedia Technologies Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. Incumbent may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.
