The Housing in Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) Social Worker functions in a Supervisory position. Duties of the HUD-VASH Social Work Supervisor include administrative data collecting and reporting, serving as the primary contact with local Public Housing Agencies (PHAs), and providing clinical case management-based services (directly or through referral) necessary to ensure Veteran care.
Duties
Functions or scopes of Practice, not limited to the following:
CLINICAL: The HUD-VASH Supervisor will assist with patient care and provide social work clinical care for Veterans in the HUD-VASH program. The incumbent is responsible for the assessment, identification, facilitation and referral to appropriate medical and psychiatric services to those Veterans identified as appropriate for the HUD-VASH program. The incumbent evaluates the Veteran's situation, abilities, and capabilities, and arrives at a reasoned conclusion including an assessment of vulnerability and prioritization for admission. The incumbent assesses at-risk factors and develops a preliminary plan, involving the Veteran and family or significant others, and performs an insightful assessment of serious and complicated cases involving psychiatric illness which may also include, catastrophic medical condition, dementia, traumatic brain injuries, and other high risks diagnoses.
ADMINISTRATIVE: The incumbent serves as the medical center's primary point of contact for the National HUD-VASH Program, Office of Mental Health Services, and VACO. The incumbent is responsible for data collection, administrative record keeping, and monitoring patient or program clinical indicators, thresholds, and performance measurements. The incumbent functions as a Housing Specialist while developing working relationships and directly coordinating with the designated PHA regarding the housing voucher application and award process for each Veterans. The incumbent is responsible to review the agreements between Section 8 landlords, PHAs, and the VA to establish appropriate referral sites for placements. When appropriate, the incumbent assists Veterans with the housing search, completing rental applications, obtaining necessary housing documents, viewing of potential apartments, inspections, lease-ups, and negotiation with landlords. The incumbent assists Veterans with obtaining resources for security deposits, utility expenses, and furnishings.
SUPERVISORY: The HUD-VASH Social Work Supervisor provides orientation and on-going training to Social Workers, conducts staff development programs for Social Workers and Social Work Service, and takes responsibility for providing opportunities to help staff update their clinical practice skills and acquire new knowledge in contemporary treatment modalities. The HUD-VASH Social Work Supervisor provides both administrative and technical supervision to the social work staff as assigned. The incumbent is expected to set priorities, make assignments according to capabilities of employees, and oversee personnel management functions of staff assigned. The incumbent has established guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management system. He/she receives and disseminates social work practice and resource information to Social Workers at the facility. The incumbent evaluates subordinate's performance and offers instruction, advice, or counseling on social work and administrative matters. The incumbent is responsible for monitoring compliance with social work practice standards and guidelines on documentation, workload, data entry, ethical practice, and service delivery.
SUPERVISORY CONTROLS.
The incumbent is responsible to the HUD-VASH Coordinator, Homeless Program Manager, Chief of Social Work Service, but practices independently, exercising initiative and independent judgment in day-to-day activities.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Supervisory Social Worker, GS-12
Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSA
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services.
Ability to provide staff training and development.
Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.
Preferred Experience: Experience working in HUD-VASH program as well as supervisory experience.
