This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 3, 4, 6, Technical Services Branch, in Alton, IL.

Duties

At the full performance level (GS-13) the major duties of this position include but are not limited to the following: 1. Serves as a technical lead for the region in Acid Mine Drainage (AMD) site investigations and development of AMD remediation strategies. 2. Serves as a technical lead in surface water and groundwater problem investigation/assessments. 3. Serves as a regional and national training instructor for courses addressing the major duties listed in 1 & 2. 4. Assists the regional Federal/Indian lands team regarding NEPA analyses. 5. Serves as a mentor for entry/junior level federal and state hydrologists. Salary Range Information: GS-13: $105,896-$137,669 per annum* First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. *This pay may increase based on any approved 2025 pay adjustment allocations signed by the President. Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450. Driver's License Requirement: The incumbent is required to obtain and/or maintain a valid state driver's license.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A.Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. -OR- B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. -AND- (2) Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) collecting and interpreting hydrological data to provide recommendations to decision makers on remediation or reclamation strategies or policies; 2) applying hydrology principles in coal mining permit reviews and AMD remediation strategies; 3) writing technical papers related to coal mining; and 4) conducting programmatic and technical Surface Mining Control and Reclamation Act (SMCRA) document reviews. MUST MEET ALL. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
