This position is in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO) with the incumbent serving as an Inventory Management Specialist and reporting to the CFO.

Duties

The incumbent serves as an Inventory Management Specialist and is responsible for inventory management of all CPAC supplies and equipment. Performs specialized supply functions and related activities to carry out CPAC operations. Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over supplies and equipment. Determines, regulates, and controls the level or flow of expendable /non-expendable supplies or class of material. Computes requirements for assigned items by using the Generic Inventory Package in VistA, or other VA approved system. Specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of inventory management programs and /or operations; and the ability to resolve issues and controlling actions in an inventory management function for a complete category of materials. The primary purpose of the position is to coordinate, plan, perform, and provide advice and recommendations on conventional inventory management activities for a single CPAC. The work products or services produced have an impact on the efficiency, effectiveness, and productivity of CPAC operations which is regional (coverall several states in a VISN or group of VISNs) in terms of coverage and scope. The employee uses knowledge of interrelated supply processes to: coordinate the objectives and plans of two or more specialized supply programs, and/or two or more independent organizations receiving local supply support (e.g., regional office, outpatient clinic, or medical center); provide options in study recommendations to allow for differing or conflicting program requirements; develop and/or implement procedures and practices to cover multiple supply objectives including inventory management of the supply stock fund for expendable and nonexpendable items; or serve on inter-agency or inter-organization committees and groups to identify and resolve, or to assign responsibility for resolving supply issues. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Assists in requesting purchase orders. 2) Manages inventory for specialized or technical equipment. 3) Maintains appropriate receipt records and supporting documentation. 4) Prepares recommendations for procurement of equipment and material. 5) Resolves fluctuations in rates of usage, availability from established suppliers, changes in provisioning requirements or other similar factors for a complete category of technical equipment and expendable supplies. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. OR, GS-11 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-11 Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Inventory Management Specialist position, which may be used to meet the experience requirements for GS-11 position?. You will be rated on the following Competencies for this position: Analytical ReasoningBudget AdministrationDatabase Management SystemsProduction and Processing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work includes both sedentary periods where the employee sits at a desk or table for an extended period, and more physical activity where the employee lifts or moves items that weigh up to fifty (50) pounds.
