These positions will be located in Grand Teton National Park, in both the Division of Facility Management (Branch of Project Management) and the Division of Business & Administration (Branch of Business Resources).

Duties

At the full performance level, these positions will perform the following duties: Determine detailed project objectives and key milestones, cost estimates, schedule for deliverables, staffing needs (in-house and contracted), budget requirements and fund sources, task orders, reporting requirements and standards for project quality and timely completion. Responsible for all phases of project development from pre-design through construction for complex projects spanning multiple years involving sequencing of overlapping operations, a high degree of political visibility and oversight, significant resource issues and complex problems requiring creative solutions. Manages the technical, financial, personnel, on the ground contract oversight, and customer service aspects of assigned projects and serves as the central point of contact for all project issues; is accountable to the Branch Chief for the success of the project. Establishes and manages a small to medium sized interdisciplinary team that assists with planning, design, and construction oversight to ensure protection of park resources and successful completion of project for all stakeholders. Duties will be developmental in nature when filled at the GS-11 grade level. Physical Demands: The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations. Work Environment: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor. Area Information: Grand Teton National Park and the John D. Rockefeller, Jr. Memorial Parkway in northwestern Wyoming preserve a spectacular landscape. The park encompasses the Teton Range and broad valley of Jackson Hole. Majestic peaks, wild canyons, piedmont lakes, forests, sagebrush meadows and the Snake River combine into one of the most scenic settings anywhere in North America. With 333,000 combined acres, the parks are at the heart of the Greater Yellowstone Ecosystem, one of the most biologically diverse regions of the world. Additionally, the park includes a wide array of cultural resources, including 318 historic structures, two national historic landmarks and over 300 archeological sites. Grand Teton is one of the most visited national parks in the country. These positions are located in Moose, WY. Services are available in the neighboring town of Jackson, a small, recreation focused community of 10,000 year round residents. The town caters to four million tourists every summer, has an excellent hospital, well-respected school system, grocery stores, restaurants, and seasonal festivals. Outdoor activities abound including hiking, camping, backpacking, horseback riding, boating, biking, fishing, skiing, and mountaineering. Summer temperatures range between 65 - 80 degrees. Winter temperatures range from 30 degrees to below zero with heavy snow. Government housing may be available.

Qualifications

All qualifications must be met by the closing date of this announcement-01/09/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). Applicants must meet both the BASIC EDUCATION REQUIREMENT and MINIMUM QUALIFICATIONS as described below by the closing date of this announcement. BASIC EDUCATION REQUIREMENT - TRANSCRIPTS REQUIRED The basic education requirement may be met through any one of the following methods: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirements above applicants must also meet at least one of the minimum qualifications listed for the GS-11 and/or GS-12 grade levels to be considered for these positions. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: developing and executing construction projects and contract administration; managing project time and cost growth; analyzing plans and specifications, drawings and site conditions; and preparing cost estimates. MINIMUM QUALIFICATIONS FOR GS-0810-12 GRADE LEVEL To qualify for this position at the GS-12 grade level, you must possess the specialized experience by close of the announcement (in addition to meeting the basic education requirements): EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Communication and problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification and resolution, conflict resolution, anticipating and avoiding problems and providing leadership to accomplish work through others for design and construction projects. Technical knowledge and experience in Civil Engineering in relation to construction projects, to include experience in reviewing plans and specifications, and performing work in support of complex design and construction projects from inception through completion.
