This position is located in the Nursing and Patient Care Service at Oscar G. Johnson, VA Medical Center, Iron Mountain, Michigan. The primary purpose of this position is to perform a variety of timekeeping duties. Employee is also responsible for Vista tracking of Fee Basis staff, serving as primary liaison for travel, as well as back up clerical support to the Associate Chief Nurse, Inpatient, and Nurse Managers. Duties are essential to operation of Nursing & Patient Care Service (N&PCS).
Duties
The primary purpose of this position is to perform a variety of timekeeping duties. Employee is also responsible for Educational Coding, Vista tracking of Fee Basis staff, IFCAP tracking of tuition reimbursement, serving as primary liaison for travel, as well as back up clerical support to the Associate Chief, N&PCS and Nurse Managers. Duties are essential to the direction and operation of Nursing & Patient Care Service (N&PCS).
Responsible for accurately setting up, posting and maintaining all time and leave records for each Nursing Service and Primary Care Service employee on a biweekly pay cycle.
Serves as the official point of contact for timekeeping queries for the service.
Makes necessary corrections to timecards in a timely manner.
Resolves any problems related to time and leave records.
Independently provides technical advice and assistance on pay and leave matters to employees, supervisors, and other management officials and services.
Responds to questions from employees concerning the application of pay, leave, and benefit policies and procedures.
Provides orientation to the Time and Leave system to all new timekeepers, and new Nursing Service and assigned Primary Care Service employees to ensure continued competency.
Inputs Tuition Reimbursement requests into the IFCAP system for the Nurse Educator.
Prepares and distributes Annual Leave Master schedule draft and finalized versions yearly.
Serves as the liaison for all travel arrangements required for the service.
Coordinates and/or assists in the preparation of management presentations, such as preparing flow charts, graphs, and uses various applications for information briefings.
Performs clerical duties and resolves problems relative to the accomplishment of administrative matters for the Service.
Serves as back up to the Secretary requiring to independently compose correspondence, attend meetings and take minutes; Receive calls, greet visitors and direct contacts to the Nursing administrative staff as appropriate.
Performs other related duties as assigned.
Work Schedule: Monday - Friday 7:30am-4:00pm

Qualifications

GS-5 Level Qualifications:
SPECIALIZED EXPERIENCE: Must have one full year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-4) in Federal service. Specialized experience for this position includes: The ability to type 40 words per minute; Working with time and leave rules and regulations as it is related to scheduling practices; Gathering and assembling data; Applying proper grammar, spelling, capitalization, punctuation, format, and clerical procedures in order to accurately type and proof read written materials. Using various computer software applications to enter, monitor, sort, calculate, and retrieve data and information to create, edit and reformat various reports using correct spelling, grammar and punctuation; Auditing files, trace errors and making corrections in time posting.

EDUCATION: Successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. One year of full time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial and technical school. (TRANSCRIPTS REQUIRED)
OFFICE AUTOMATION (Screen-out): Must possess the ability to type a minimum of 40 words per minute and have experience with personal computer office automation software such as: Word, Excel, PowerPoint, Outlook, and/or Spreadsheets.

Physical Requirements: The work is primarily performed while sitting but can require bending, walking, and standing, carrying light objects such as files, reports, and books. Work will require a major percentage of time utilizing automated system
