About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
This position is a TERM position not to exceed 2 years. It is temporary and may be extended up to 6 years with potential for further extension to a maximum of 8 years.
Duties
Review assigned programs for potential efficiencies based on joint service initiatives and/or federal partnership opportunities.
Develop policies and strategic plans impacting child development and youth programming, staffing, recruitment, and retention efforts.
Develop a variety of programs, services, and training responsive to the needs of service members and their families.
Communicate complex material both orally and in writing through a variety of materials such as policies, directive type memos, reports, issue papers.
Respond to the needs of service members and families, with a focus on child and youth development programs and policy by increasing connections with America's communities, Military OneSource, and other programs.
Conduct unprecedented special assignments on complex high-priority issues in which the scope frequently alters as the work progresses.
Oversee, draft and review policies related to existing early care and education and youth development programs offered.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
- Proof of U.S. Citizenship required.
- Direct deposit of pay is required.
- One year trial period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

Specialized Experience: One year of specialized experience which includes evaluating child and youth development programming, collaborating with stakeholders to address the needs of service members and their families, developing or analyzing policy and procedures regarding child and youth development programming, and developing goals, measures, and/or objectives advancing child and youth development programming for service members and their families. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
