Duties

WHAT IS THE SMALL BUSINESS/SELF-EMPLOYED (SBSE) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Small Business Self-Employed Campus Exam/AUR Ops The following are the duties of this position at the full working level. The responsibilities include screening cases and analyzing taxpayer accounts to identify invalid claims, perfect claims, disallow claims upon review of IDRS if appropriate, correspond with claimant for needed information and /or to notify of non-qualifying claims, build cases and resolve identified account problems. Routes cases containing controversial issues to the Innocent Spouse Analysts for resolution. Performs complex closing procedures on Innocent Spouse cases (e.g. fully accepted claims worked by other Tax Examining Technicians). Through utilization of IDRS and data processing systems, the incumbent posts accruals to each account on master file (MF); abates accounts; performs credit transfers between entities when necessary; reverses credits previously transferred in error; re-computes and assesses tax, penalty, and interest; issues manual refunds when appropriate; prepares required forms for transfer from MF to non-master file (NMF); updates tracking system; and forwards correspondence to taxpayer explaining the determinations that were made and the actions taken. Performs necessary functions to close accounts receiving partial relief from tax liability but do not require split assessments. Performs all necessary activity on complex Innocent Spouse accounts that are referred by the Collection function that have frozen refunds. Also take appropriate account action to resolve telephone inquiries regarding frozen refunds if the freeze was placed erroneously on Innocent Spouse accounts.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-06: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include interactions with the public analyzing tax or accounting issues. Experience must have included analyzing and resolving problems, adjusting accounts, and providing information on financial issues. SPECIALIZED EXPERIENCE FOR GS-07: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience may have been gained in positions in a bookkeeping or accounting position, or interactions with the public analyzing tax or accounting problems and resolving high-conflict differences through use of established guidelines, or in an interaction with customers in person, in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions. Your position may have included interpreting account information to address a variety of issues, guidelines, and past transactions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
