THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (Title 5), Position Description Number T0044000 and is part of the AR ARNG USPFO, National Guard.

Duties

1. Leadership and Supervision. Plans work to be accomplished by the organization which consists of full-time civilian and military subordinates engaged in professional, technical and administrative contracting work. Independently decides how to accomplish goals within the framework of DoD, Department of the Army (DA) and National Guard Bureau (NGB) policies and regulations. Responsible for safeguarding the interests of the United States in its contractual relationships. Directs work through the technical and administrative direction of others, subordinate supervisors and team leads. Responsible for significant funding levels and/or commitments extending over long periods of time; high visibility within the DoD (Congressional Notification Requirements) and/or the final contractual product with complex terms and conditions, sophisticated pricing/cost analysis and unique acquisition processes. Supervises and manages a geographically separated and diverse employees (T5, AGR, DSG/MDAY, and Technician) professional staff through subordinate staff supervisors. Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities, prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops and reviews all employee performance standards. Prepares and renders work performance evaluations on military subordinate supervisors, military/civilian employees and all other nonsupervisory employees rated by subordinate supervisors. Maintains management-employee communications by helping to clear up perception problems and assisting employees in improving their performance. Conducts reviews of complaints and/or grievances and makes every effort to reach complaint/grievance resolutions. In situations involving complaints and/or grievances of a serious nature, refers the individual or group complaint and/or grievance to the appropriate agency, such as Military Equal Opportunity or Equal Employment Opportunity. Oversees and applies minor disciplinary actions, such as warnings and reprimands; recommends other action in more serious cases; reviews and approves serious disciplinary actions involving nonsupervisory subordinates. Reviews submissions for award recommendations awards for supervisory and nonsupervisory personnel. Leave approval authority for civilian and military personnel. Reviews expenses related to employee travel, receives overtime requests and makes recommendations to the delegated funds manager and reviews time and attendance reports. Coordinates on personnel actions for vacancies; develops interview criteria; participates in initial screening and interviews of applicants for all contracting position within the State. Ensures all Contracting Officers must be rated by the Contracting Chain of Command. Requests hiring incentives as needed for mission accomplishment. Supports the Whistleblower protection program by responding constructively to employees who make protected disclosure under 5 U.S.C.2302 (b)(8); taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures. 2. Plans and Directs Operations. Provides senior level operational contracting support advice and assistance. Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets. Anticipates resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads and organizes or reorganizes the office to meet those needs. Develops detailed research, analysis, interpretation, and application of contracting support ensuring all requirements of law (statute and case law), executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. Qualifications

GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade. DAWIA Certification -All personnel selected must meet certification requirements, DAWIA Level I - Professional certification, within 36 months of placement in the 1102 series. The GS-1102-13 and GS-1102-14 requires applicants to be DAWIA (Level I - Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional). Must have one year of specialized experience at the GS-13 level analyzing, developing, and implementing acquisition policy and procedures to include the following: (1) Preparing analyses, alternatives, and recommendations for streamlining initiatives, metrics, point-papers, status reports, and staffing actions, (2) Providing Acquisition advice and internal review of contract strategies, plans, and techniques, (3) Reviewing solicitations and related documents and contracts ensuring compliance with laws, regulations, and directives. Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a CORB as this position is required to hold a warrant as a condition of employment.

Manages, leads, performs and directs all compliance, e-business, and integration actions for effective cradle-to-grave, pre-award and post-award contracting functions to include, market research, acquisition planning, synopsis, solicitation, evaluation, costs/price analysis using or developing formal analysis tools such as regression analysis, negotiation, select contract type, contract formation, contract administration, payments and financing, intellectual property, government furnished property, fraud and ethical considerations, changes, disputes and claims, Government Accountability Office (GAO) protests, Agency protests, inspection, acceptance, warranty, Small Business Administration socioeconomic requirements, Department of Labor requirements (e.g., payroll audits, on-site labor category compliance), environmental agencies, and complex terms and conditions. Leads statewide category management, strategic sourcing, and data analytics to improve total cost of ownership through disciplined data-driven requirements, and acquisition and cost management processes aligned with the NGB's resourcing strategy. Represents the Government before various judicial and administrative boards (i.e., Inspector General (IG), Judge Advocate General (JAG), GAO, the General Services Board of Contract Appeals, the Armed Services Board of Contract Appeals, Federal Courts, and Congressional Committees) regarding the resolution of protests, claims, disputes and appeals brought by or against the Government. Responsible for interacting with Federal, State, and local government Congressional Committees. Directs or performs the preparations and issuance of cure notice, show cause letters, termination notices, negotiation and documentation of settlement agreements, and the issuance of Contracting Officer Decisions (COD). Conveys contract guidance and advice through accurate interpretation of government contracting rules. Incumbent is delegated authority to develop, implement, and manage all matters concerning the ARNG and ANG contracting functions. Advises mission partners on execution and priority of operational contract support and the overall priority and focus of key programs and projects. Evaluates effectiveness of overall contracting processes related to management information controls and interfaces involved in the accomplishment of the acquisition program. Develops guidance for adoption/modification of proposed acquisition strategic planning. Manages operational contracting support resources by preparing, submitting, and executing the operating budget. Establishes procurement and contract goals, objectives, and data collection. Develops local contracting and Government Purchase Card (GPC) policy, operational guidance documents, and maintains higher echelon policies, planning, and concepts of support. Arranges and conducts conferences with contractors and Government personnel to assure a full understanding of contractual requirements and full compliance with contract terms and conditions to preclude unauthorized changes or alterations to the contract.

3. Personnel Management and Administration Functions. Exercises full management and line authority. Exercises delegated managerial authority to develop and implement operational contracting support program goals and objectives. Determines the best approach to resolving staffing shortages; develops long-range staffing plans. Makes changes in organizational structure and functional alignment while balancing workload among subordinate functions to increase efficiency. Reviews, authors and edits submissions for changes in civilian position description and classification. Reviews work and/or project status and other completed projects from subordinate supervisors to ensure compliance with regulations or higher command report requirement. Reviews and, as appropriate, accepts, amends or rejects completed work or projects and/or products produced by subordinates. Provides technical advice, instruction and counseling to subordinates on work performance and administrative matters. Determines short and long-term budget requirements for employee development.
4. Performs Technical Work. Works independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects. Participates in working groups or serves on boards and committees to recommend contract efficiencies as it pertains to future operations. Assists subordinate units and staff directorates in developing Performance Work Statements (PWS)/Statements of Work (SOW)/Statements of Objectives (SOO) and assists completing other requests for contract support (e.g., requirements documents, data elements, limited competition justifications, Independent Government Cost Estimates (IGCE), and evaluation criteria) for various types of contracts and other transactions. Manages the administration and tracking of contracts. Analyzes contractor performance and makes recommendations for revisions as contracts proceed through the acquisition lifecycle. Recommends solutions for post-award modifications/changes, settlement of claims and disputes, and terminations. Provides advice regarding contract strategies to best accomplish the project acquisition plan. Leads the establishment of source selection evaluations by developing source selection plans and recommending acceptable levels of performance. Applies a mastery knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Supplement (AFARS), NGB policy and other thousands of acquisition statutes, regulations, directives and procedures as well as business practices associated with DoD contracting. Reviews requirements for accuracy, adequacy, and validation to include PWS, IGCE, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements.
