Position is located in the Office of the Area Director, Navajo Area Indian Health Service (NAIHS) and delivers healthcare and public health services for American Indians in parts of Arizona, New Mexico, and Utah. This position works closely with Navajo Area Office and Service Unit leadership to plan, coordinate, analyze, and implement the effectiveness of current and future health facility/system plans in capital planning, governmental/tribal partnerships, and strategic health initiatives.

Duties

Coordinates Service Unit and Area Office planning activities including a strategic plan and master plan for health facilities. Consults with and provides technical assistance to Area Office Division Directors, Service Unit Directors, and inter- tribal health boards in the formulation, review, and revision of health service delivery plans including the evaluation of the various program elements of a comprehensive health care delivery system. Reviews proposed organizational changes requiring establishment, consolidation, and transfer or regrouping of functions for one or more services and/or sub organizational units. Analyzes and evaluates organizational functions and components (e.g., staffing, budget, personnel, and procurement) to ensure alignment of IHS policies in terms of meeting planned objectives. Coordinates activities to ensure planning processes are directly related to performance outcome measures and ensures planning processes are aligned with related transformational care initiatives. Applies the Facility Construction Priority System used to justify the need for new/replacement facilities. Develops and applies planning assumptions and their justifications in order to certify the need for new services and facilities. Prepares and distributes Program Justification Documents (PJD) and Program Requirements (POR) documents utilizing RRM and the Health System Planning (HSP) process. This also applies to facility planning and capital projects. Performs thorough site and facility assessments, market analysis and utilization forecasts, service lines and operations evaluations, functional space programming, concept development and analysis, and preliminary budget and project scheduling. Performs analyses such as development of life cycle or other cost analysis of projects or performance of cost benefit, economic evaluations and make versus buy studies. Provides successful management, effective decision-making authority, responsibility, and accountability of strategic initiatives. Provides general policy or specific technical guidance as requested or considered necessary, taking into consideration such factors as nature and complexity of the work to be done, relative priorities involved, the capabilities and existing workloads of available employees and nature and availability of operating resources required. Conducts conferences and meetings to obtain information on the status of operations, discusses proposed new plans or procedures.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-15: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-14 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Perform site and facility assessments, analysis, evaluations, concept development, budget and project scheduling of current and future health facility/system plans and integrate these into an Area Wide Plan. Providing short and long-term goals of health facilities, that include strategic planning, initiate and manage health service delivery plans, and monitors and tracks ongoing projects. Advanced management and organizational principles and practices and mastery of leadership and guidance advice of a complex and multi-location office environments of the Navajo Area. Identifying program planning issues and dealing with complex situations relative to resource funding, implementing organizational and procedural changes at an area wide level. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
