The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Support Division. As Chief, Support Division, to serve as the principle advisor to the Director of Training Support and oversee the coordination and execution of all support functions.
Duties
Plans, organizes, and directs the activities of the Support Division, ensuring that the cadet support mission and programs comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and support objectives. Researches, interprets, analyzes and applies DoD, Air Force, USAFA, and Commandant of Cadets guidelines, policies, and instructions
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards.
Represents the Training Support Directorate with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with financial management, logistics, safety, communications and computer services, civil engineering/facilities management, services (dorms, dining hall), airlift support, and numerous committees.
Program Planning. Responsible for all aspects of developing plans and guidance to implement Cadet Wing support services/programs.

- The position requires occasional travel from normal duty station for conferences/meeting and to give briefings

- May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict or staffing shortages
- May have additional duties assigned
- May be required to perform duties in support of the READY program including performing escort duties, ID checks, and other duties as required
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of PCs and software to perform non-routine functions and advise other staff on methods and procedures, such as desktop publishing and troubleshooting. PCs and software include word processors, graphics, spreadsheets, database management systems. As well, knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of support program management techniques and planning principles/policies regarding financial resources, logistics, services, and policy development program areas of the functional elements managed.
2. Knowledge of a range of methods and techniques to perform program/management/logistics/computer systems studies and analyses on proposed projects.
3. Knowledge of safety and security regulations, practices, and procedures.
4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
5. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
