This position is located in Region 6, on the Willamette National Forest, in Springfield, OR. Incumbent provides advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management. Duties

Keep management informed of new or revised administrative policies, regulations, and procedures that affect the organization. Advises management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce resources. Develops procedures to increase the general flow of information and overcome bottlenecks in the administrative process. Serves as the organization workforce advisor coordinating organizational needs with requirements, directing the initiation and processing of personnel actions and facilitating the accomplishment of various workforce programs. Plans, develops, and executes the unit’s administrative functions. Supervises the unit's administrative staff. Communicates on a regular basis with internal and external customers.

Requirements

  • Must be a U.S. Citizen or National.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New Forest Service supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: You must have one year of specialized experience equivalent to at least the GS-11 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Oversaw programs that consisted of a variety of functions that included incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management; provided advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce management; planned and conducted complex analytical studies of organizational elements and works to identify problems and approve resource utilization, administrative support, and management effectiveness; planned the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

There is no substitution of education for specialized experience.
