The primary purpose of this position is: To serve as a Lead Detective of the Investigations Branch of a security forces squadron.
Duties
DUTIES
This position will support the Federal Government's response efforts to COVID-19.
Serves as the work leader by planning, organizing, and coordinating the activities of three or more Police Officers.
Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI), as determined by the Security Forces Squadron (SFS) and AFOSI detachment commanders and described in AFI 31-206, Security Forces Investigations Programs.
Serves as liaison to, coordinates with, and assists other investigating agencies to include local, state, federal, and military on issues concerning investigations affecting the installation.
Serves as the evidential and acquired property custodian for security forces.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use.

- An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- May be required to work an uncommon tour of duty to include nights, weekends, holidays, rotating shifts, subject to recall, being on-call, on stand-by and overtime.
- May be required to wear special protective clothing such as coats, boots, vests, helmets and/or chemical protective equipment.
- Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual Air Force physical fitness/physical agility tests, meet established hearing standards and discern colors, (Cont. below)
- contrast, and depth. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
- The work requires a valid driver’s license and the incumbent must be able to operate all Security Forces Vehicles and installed equipment.
- Incumbent must be qualified in the use of required weapons.
- Subject to annual duty position evaluation on a pass/fail standard.
- Must pass initial formal law enforcement training school as determined by functional, a certificate from a federally recognized Law Enforcement Academy is preferred.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
- Incumbent is required to obtain first responder training/certifications required in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.
Qualifications
Conditions of Employment Cont.:
This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This position may fall under the Standard Premium Pay Provisions under Title 5 USC.
Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.
Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, e.g.; Employing "Active Shooter" response tactics and techniques as a member of a small team is required.
Will be required to carry AF Form 688, Security Forces Investigator Credentials, in the performance of official duties.
High School Diploma or GED is desired.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Police Series 0083.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, in the Federal service in following and executing specific rules, instructions, or procedures covering law and rules enforcement, physical and personal security operations, patrol duties, control desk duty, coordination with local courts, and/or crime prevention activities. Work performed affects acceptance of law enforcement and security programs, contributes to crime prevention programs, influences employees and visitors to cooperate with the security force, and influences military personnel, their dependents, civilian employees, and visitors to cooperate with police and security forces within the military installation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of investigative concepts, principles, policies, procedures, methods, and techniques to detect, investigate, and resolve crimes, complaints, and allegations of violations of compliance with federal security laws, regulations, or other mandated guidelines.
Knowledge of security forces concepts, policies, directives, requirements, procedures, technology, methods, and techniques.
Knowledge of custodial practices, procedures, and requirements for identifying, storing, and accounting for evidence.
Knowledge of military, state and federal laws and precedents concerning admissibility of evidence; search and seizure; rights of military and civilian suspects; access to information (e.g., the Freedom of Information and Privacy Acts); etc., specifically relating to security forces functions.
Skill in planning and conducting proactive and reactive investigations, fact-finding interviews, and full investigations.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
