Duties

The Chief of History and Education Programs serves as the principal advisor on matters relating to the History Program, Historical Interpretation, the Veterans Legacy Program, and Veterans Legacy Grants. The incumbent is responsible for strategic and tactical planning, preserving monument assets, developing history-based interpretive materials (signage, publications, brochures, etc.), researching burial records and headstone/marker reviews, supporting the NCA Public Affairs program through the development of historical content, participating in efforts led by the VA History Program and measuring the effectiveness of History and Veterans Legacy Program outputs/outcomes. The incumbent is responsible for planning, developing and implementing historical interpretation and education programs in VA's National Cemeteries and digitally through NCA's website, social media and other potential platforms. Historical interpretation programs include visitor orientation programs, exhibits, lectures, conferences, presentation and other public education programs. The Veterans Legacy Program (VLP) is an educational outreach program focused on K-12 education and higher education with the intent to introduce teachers and students to VA's National Cemeteries and foster student generated research into the lives of America's Veterans laid to rest at VA National Cemeteries or VA grant funded, state, tribal and territorial cemeteries. In this effort, the incumbent is responsible for administering VA's Veterans Legacy Grants Program within all applicable guidelines and regulations. The incumbent directs and is responsible for all aspects of the aforementioned program areas including planning, evaluation, advisory, training, consultative and reporting functions. The Chief of History and Education Programs represents and speaks for the USMA, PDUSMA, and COS at a variety of meeting and conferences with authority to commit NCA to history and education programs and courses of action. The incumbent coordinates the policies, plans and operational approaches designed to most effectively carry out all aspects of NCA's History and Education Programs with other organizational elements outside the Department of Veterans Affairs. The incumbent formulates annual and long-term budget requests and implements recommendations regarding budget allocation staffing and program implementation. The incumbent ensures the sound implementation and monitoring of financial management controls. Work schedule: Required to work Monday through Friday. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 01/02/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing and coordinating the implementation of programs and initiatives throughout the organization. Devising methodology for measuring program accomplishments, results, and effectiveness. Administrative and leadership skills. Evaluating evolving laws and policy development. Working with top officials in the resolution of controversial problems. Analyzing problems and effecting appropriate solutions to a wide range of management and image issues that could affect policy, direction, resource allocations and services. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level). Part-time experience will be credited on the basis of time actually spent in appropriate activities.
