This position is located at Kayenta Service Unit, Kayenta Health Center (KHC), Division of Quality Management, Safety & Security Unit, Kayenta, Arizona. The primary purpose of this position is to provide supervision and administrative support to the Security Department, which is responsible for protection of patients, personnel, visitors, and property at the Kayenta Health Center.

Duties

Supervises the security force at Kayenta Health Center. Prepares work schedule for guards to provide for adequate security coverage Develops security section policies and procedures Conducts and/or directs investigation of complaints and violation of regulations by staff, patients and visitors Develops and evaluates work performance of subordinates, advises, counsels or instructs employees on work and administrative matters Collects Performance Improvement (PI) and reports data to ensure the department has a smooth operation Direct training programs in order to achieve and maintain a high level of employees' awareness and motivation. Conducts basic and refresher security training through classroom presentation and practical exercise. Responsible for maintaining the Security Department budget Monitors/controls personnel access by monitoring the identification of individuals entering controlled areas Performs coordinator duties involving passing of directions and information to Police Officers, coordinating emergency responses between security, fire and other emergency units, and receiving and acting on calls concerning reports of violations or complaints Conducting the Environmental Rounds, incident investigations and enforcing safety polices. Ensure compliance with the Joint Commission Environment of Care Standard within the Service Unit.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. BASIC REQUIREMENT(S): GS-7: Candidate must have completed one (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression. Specialized Experience: Experience such as work with a Federal State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis. For Security Guard positions in a hospital setting, experience as a psychiatric nursing assistant or a similar position safeguarding patients is qualifying. Experience also includes: Manage and supervise other staff members; prepare administrative actions such as assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work schedule, reviews all reports, initiates, monitors and reports performance improvement utilizing the Plan-Do-Check-Act (PDCA), and strategic work plan activities; and presents, conducts, and coordinates mandatory and job-related training, prepares and measures subordinates competencies, and investigates and responds to customer-satisfaction complaints. Investigation of Fitness A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency. Medical Requirements The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
