The Supervisory Social Worker (PACT) provides administrative, technical, and clinical supervision necessary for program operations. The Supervisory Social Worker guides and oversees the role of Social Work staff in PACT, determining requirements and assignments in conjunction with members of treatment teams and staff areas where individual skills are best utilized.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU VA Careers - Licensed Clinical Social Worker: https://youtube.com/embed/U_xC25QsN0w Total-Rewards-of-an-Allied-Health-VA-Career-Brochure.pdf Social Work: vacareers.va.gov/wp-content/uploads/sites/5/Total-Rewards-of-a-Social-Worker-Career-Flyer.pdf The Supervisory Social Worker: assists in planning, establishing, and implementing policies and procedures; develops individual or group goals and objectives; monitors, operates, evaluates, coordinates, and oversees all the Social Work staff assigned to Patient Aligned Care Teams at the Main facility and Community-Based Outpatient Clinics (CBOCs) in the El Paso VA catchment areas. ensures that Social Workers assigned to PACTs adhere to all current directives of the VHA, meet current Joint Commission standards, State licensure standards and VA-OIG expectations. conducts ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by the governing bodies. visits all locations where PACT Social Workers are assigned on a quarterly basis. coordinates and implements new processes, initiatives, and programs across the facility, including but not limited to, Care Coordination & Integrated Case Management (CC&ICM) and Assessing Circumstancing & Offering Resource Needs (ACORN) initiatives. maintains knowledge of local policy, procedures, and/or practice guidelines for the program adhering to the program's policy and national directives. ensures that PACT Social Work staff adhere to integrated case management standards as outlined in VHA Directive titled Integrated Case Management Standards of Practice and the Patient Aligned Care Team VHA Handbook. ensures proper documentation and coding is used by assigned staff in the electronic health records and conducts reviews to ensure adherence on a quarterly basis, and providing feedback to staff for corrective action, when necessary. monitors productivity and staffing to ensure workload activities meet productivity targets; reviewing adequate use of clinics through clinic grid monitoring to ensure patient care activities are maximized for healthcare accessibility; working with the facility General Practice Manager (GPM) for periodic clinic reviews (at minimum, on an annual basis). is responsible for planning, coordinating, and evaluating all aspects of PACT Social Work by maintaining a program-specific database and answering suspenses that ensure the provision of quality care and continuity of service. represents PACT Social Workers both within the VA Medical Center (VAMC) and the community at large; collaborates with community agencies and other VA programs to develop and implement services for Veterans. maintains and utilizes knowledge of organizational structure and impact on the program's operations. participates in the performance appraisal process for all directly supervised clinical and administrative staff. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance appraisal. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f) Education: You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. License or Certification* - You must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfather Provision. A Social Worker employed in VHA on the effective date of the qualification standard (9/10/2019) who did not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply: 1. Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. 2. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. 3. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. 4. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. 5. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: GS-13 Supervisory Social Worker Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Advanced practice levelsocial workers must be licensed or certified by a state at the advanced practice level which includes an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Experience Requirement: You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Individuals, including wage-grade drivers, title 5, title 38, and hybrid title 38 employees or volunteers who are required to operate a government owned or leased vehicle to successfully carry out their assigned duties must be medically cleared prior to appointment. Assessment must be made for any acute or chronic medical/physical condition or medication use which interferes with the ability operate the appropriate Government-owned or -leased vehicle safely and without undue risk to themselves or others. The following requirements must be met: distant vision 20/40 in one eye with or without correction, field of vision 70 degrees, ability to distinguish red, green and amber, whispered voice at five feet, or average hearing loss of not greater than 40 dbs. at 500, 1000 and 2,000 Hz.

Duties Continued:
  • Observes employee performance and conducts work performance critiques in accordance with practice and performance expectations. Provides informal feedback and periodically evaluates employee performance as needed and as policy indicates. These duties include development of functional statements/position descriptions and performance standards with service personnel, as well as professional expertise relative to practice issues. Incumbent recommends awards and changes in position classification to the Social Work Executive and approves leave requests, compensatory time, and employee travel.
  • exercises supervisory authorities and responsibilities involving work assignments. Reviews the administrative and personnel management functions relative to the staff supervised. Assists with performance measure monitoring, evaluations, and action plans for enhancement as well as accreditation reviews and pertinent site visits.
  • resolves informal employee complaints and grievances,
  • makes personnel recommendations,
  • enforces disciplinary measures as appropriate to delegated authority and in coordination with Human Resource Management Service (HRMS) and appropriate Union representatives.
  • hears and resolves program complaints and works to resolve issues involving program staff.

  • completes the Focused Professional Practice Evaluations (FPPE) for all new advanced practice level staff assigned to PACT Social Work teams, and periodic record reviews of non-licensed independent providers (non-LIPs) on a bi-annual basis. Ensures that OPPE assignments are completed timely.
  • may be asked to provide administrative and clinic coverage in the absence of the Social Work Executive.
  • completes an assessment of the Veteran in collaboration with the interdisciplinary treatment team, the Veteran, family members and significant others. The goal of the assessment is to identify needs and formulate a plan to meet those needs.
  • works within the interdisciplinary treatment team, and shares in the development of a treatment plan with the Veteran based on this assessment.
  • is responsible for contributing to the development of the treatment plan and setting achievable treatment goals with the Veteran and family members/caregiver.
  • collaborates with other service providers in re-assessing the Veteran's needs.
  • educates the Veteran and family members/caregivers of the available services and assisting them in establishing the appropriate referrals based on the Veteran's preference or that of his surrogate decision-maker.
  • uses the current Social Work resource file of VA and community social service programs and enhancing the content to the benefit of Veterans and will refer the Veteran to needed services.
  • ensures assigned Social Work staff are providing navigational referral resources that are geographically tailored to meet the needs of our Veterans as outlines in the ACORN initiative.
