THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGER, Position Description Number T5133000 and is part of the CO USPFO, National Guard.
The primary purpose of this position is to serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG).
Duties
Directs financial management policy in support of the ARNG military organizations and units. Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC). Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies. Writes, implements and maintains an effective system of financial management controls for the state ARNG. Exercises supervisory personnel management responsibilities. Performs other duties as assigned.
SUPERVISORY CONTROLS:
Works under the general supervision of the USPFO who provides general policy guidance and is delegated commensurate authority to make final decisions and commitments within broad parameters of financial management.
*THIS IS A FINANCIAL MANAGEMENT LEVEL 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

- Eligible for a relocation incentive, the employee must have an appraisal from the prior with that’s a 3 or higher.
- Relocation Incentive is available for only current federal employees. Will need a current appraisal in good standing.
- Recruitment Incentive is for employees newly appointed to a position or following a break in service of at least 90 days.
Qualifications
1. Specialized experience will be used to determine qualifications for the announced position.

Must have experience in each of the following:
1. A minimum of four years of singular or combined experiences in the DoD or National Guard financial program disciplines.
2. Experience in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications.
3. Experience in working with the Financial Management Board and handling highly sensitive military or civilian entitlement issues.
4. Experience in the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds, or oversight authority and management of non-appropriated funds.
5. Experience in determining financial and budget impacts; and, implementing courses-of-action in regard to addressing DoD, Department of the Army, National Guard Bureau, Inter-Service, and/or non-DoD governmental programs that affected National Guard plans, policies, and missions.
Relocation and Recruitment Incentives
Eligibility:
Recruitment-Employee newly appointedto a position or following a break in service of at least 90 days.
Relocation-Current employee who relocates to accept a position in a new geographic area. If you are eligible for a relocation incentive, the employee must have an appraisal from the prior with that's a 3 or higher.
Payments:Up to 10% of the annual rate of basic pay as of the beginning of the service period (includes locality pay/special rate supplement) multiplied by number of years (and fractions) covered by the service agreement. Subject to availability of funds and must be approved by TAG.
Education
Education cannot be substituted for Specialized Experience for this position.
