About the Position: Serves as a Senior Program Analyst/Subject Matter Expert (SME) in the Program Controls Section, Programs and Project Management Division (PPMD), responsible for assisting in the direction, formulation, and execution of Task Force Virgin Islands/Puerto Rico (VIPR)'s Civil Works (CW) program with the area of responsibility in the Commonwealth of Puerto Rico and territory of the U.S. Virgin Islands.

Duties

Responsible for the formulation, justification, and execution, tracking and monitoring of the CW Mission to comply with and meet commitments to Congress. Serves as Task Force VIPR technical lead for Change Control, to include development and management of project contingency tools, monthly monitoring of project costs, earned value management and development of cost management/growth reporting tools. Prepares and oversees CW budget development documentation and justification data, congressional testimony, and develops responses to questions for the record from Subcommittees on Energy and Water Development. Responsible for the development of the Annual Budget for Civil Works Business Lines. Maintains positive working relationships with the regional team as well as HQUSACE by resolving policy and process issues. Prepares draft and final justification documents that go to the Office of Management and Budget (OMB) and Congress detailing project authority, purpose, scope, cost (to include economic data), stakeholder and project status. Manages multi-year budget actions concurrently to include formulation of the Budget Year, execution of the Current Year, and formulation of Work Plan capabilities (as applicable).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
