Duties

As a Program Management Officer, you will: Serve as the principal liaison on all management issues and policies related to the conduct of administrative programs and budget administration. Prepare annual budget plans and justifications and manage the approved budget. Develop management policies and program goals and objectives of the organization in coordination with senior management officials, as required. Evaluate the effect of management planning on program objectives by identifying problems, analyzing their causes, and providing recommendations for problem resolution to senior leadership. Assess all new projects to ensure that sound managerial concepts and practices are being applied and that budget estimates are accurate, complete, and within the resources of the organization, with authority to approve, modify, or delay projects as appropriate or necessary. Serve as the principal contact for managing the development of contracts, interagency agreements, and cooperative agreements, exercising full internal managerial and administrative responsibility associated with designing, preparing, and negotiating the instruments to ensure their completeness and compliance with the agency's policies and procedures. Supervise a small contingent of staff, plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: planning, organizing, advising and directing the financial, procurement, and day to day administrative operations of an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
