Duties
This National Guard position is for a SUPERVISORY GENERAL ENGINEER (Title 5), Position Description Number T59047000 and is part of the CT 103rd Civil Engineer Squadron, National Guard.
A Recruitment Incentive of up to 20% may be paid to the selected applicant of this position (pending funds availability), who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a three-year service agreement in this position.
A Relocation Incentive of up to $10,000.00 may be paid to the selected applicant of this position (pending funds availability) if he or she is a current federal employee of the US Federal Government. Acceptance of this incentive confers a three-year service agreement in this position.
JOB SUMMARY: The primary purpose of this position is to provide ANG Base Architect/Engineer and, as such, plans, directs, supervises and develops all architect/engineering and personnel management activities in the broad areas outlined below regardless of source of funds or methods of accomplishment. Manages all Air Force real property, utilities, and custodial, sanitation, and entomological services. Provides for and manages the maintenance and repair of plant facilities and equipment; fire protection and inspection; recovery from damage to facilities from any cause including decontamination from a chemical, biological, and nuclear incident or direct terrorist and conventional attacks; natural disaster preparedness actions: reporting through the Air Force Operational Reporting System (AIM 55-11) installation damage, and the assistance and funding required to recover the ANG Base. An additional purpose of the position is to provide supervision and management of engineering, services, disaster preparedness and readiness (weapons of mass destruction, chemical, biological and nuclear defense), explosive ordnance disposal (EOD) (where applicable) and crash-fire-rescue (CFR) for the ANG installation including tenant organizations. Supervises, through subordinate supervisors, a sizable work force of professional engineers, architects and highly skilled supervisory and non-supervisory personnel having divergent occupational specialties and representing a wide range of grades.
The major duties include, but are not limited to:
Plans, organizes, and oversees the activities of the 103d CES.
Exercises supervisory personnel management responsibilities.
Plans and organizes facility planning and public works architect and engineering activities and ANG Base-wide responses to natural disasters, terrorist attacks and fire response services in accordance with USAF directed concept of operations.
Plans, organizes, and directs the development and implementation of policies and procedures to secure maximum efficiency and economy in total operations, sound organizational structure, and maximum utilization of skills within legal, regulatory and professional engineering requirements established by ANG Base regulations, building, life safety and environmental codes, higher echelon, and funds limitations.
Establishes technical engineering and architectural, processes, criteria and functions.
Requirements

Qualifications
GENERAL EXPERIENCE:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be
fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all- inclusive.)
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
Experience at the next lower grade (GS-12) which demonstrates the ability to perform successfully the duties of this position.
Experience demonstrating knowledge of mathematical, physical, and engineering sciences.
Experience in applying fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception.
Experience in adapting and applying methods and techniques of related scientific disciplines.
Experience in organizing, analyzing, interpreting, and evaluating scientific data in the solution of engineering problems.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge in civil, mechanical, electrical, facility, environmental, fire protection, architectural, military contingency, plant facility and construction engineering disciplines and architecture.
Knowledge of architectural principles, theories, concepts, methods, and techniques.
Knowledge of mathematical, physical, and engineering sciences.
Ability to communicate effectively, write and evaluate technical reports.
Skill in writing specifications and interpreting working drawings, reading engineering drawings, specifications, and estimating time and material cost, or similar engineering work.
Knowledge of Environmental Protection Agency regulations and laws pertaining to handling of hazardous and controlled waste management.
