About the Position: This position is assigned to the Morris Swett Technical Library, Fire Support Research Center, Field Artillery School, Fort Sill, Oklahoma. The librarian assumes responsibility for the administration and supervision of the Morris Swett Technical Library and the non-circulating Fire Support Research Collection for use by Training Command students, faculty and staff, Fort Sill military and civilian personnel and outside researchers.
Duties
Serve as the primary point of contact for the library’s automation functions/programs.
Provide support for the library’s public online catalog and functional modules to include collection manager, circulation, acquisitions, and loans etc.
Monitor the performance of the systems to identify to identify negative trends and potential problem areas.
Directs the library program to provide responsive information services to the organization and patrons.
Manages information resource selections, budget, procurement, personnel, facility and space allocation for the library.
Plans, evaluates and recommends library automation.
Determines contents and revision of library’s standard operation procedure (SOP).
Serves as Property Accountable Officer and signs all vouchers necessary in maintaining accountability records for funds, equipment and library materials.
Functions as custodian of classified vault located in the library.

BASIC REQUIREMENT:
Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which include providing reference and research assistance and full library functions including circulation, acquisition, cataloging, interlibrary loan and collection development to library clientele; utilizing Online Computer Library Center and/or library systems for cataloging and bibliographic input of library collection; establishing internal procurement and quality processes to ensure appropriate accountability for library acquisition; overseeing preservation of research collections; participating in automation support for the library operation such as managing online resources or reviewing of software used in the library to recognize probable conflict.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Library Science. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
