The primary purpose of this position is to conduct the public affairs program of the 688th Cyberspace Wing and its subordinate units, providing planning, developing, organizing, and communicating of their programs, policies, and activities to various regional, national, and international publics. 688th Cyberspace Wing, Public Affairs Specialist, JBSA Lackland AFB,TX

Duties

Directs the execution of a comprehensive Public Affairs program integrating media relations, social media, community/Congressional relations, internal information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review and Public Affairs resource management elements. Supports the commander's priorities by carrying out a variety of recurring precedented public affairs assignments. Represents the office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations. Provides translation and interpretation of technical operations into widely understandable language for public dissemination.

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge applicable to a wide range of duties involving oral and written communication principles, practices, techniques and methods; analytical methods; .and interpersonal relations practices. Skill in applying such knowledge in the modification of standard methods and adaptation of approaches in developing new information materials aimed at enhancing the understanding of groups or individuals of the significant issues of an agency's program. Knowledge applicable to and skill in assessing public reaction and identifying extent of understanding achieved to evaluate effectiveness of information programs. Knowledge and skill to explain significant issues to generally responsive groups or individuals interested .in the agency's programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of concepts, principles, and practices of a public affairs program with off-site unit responsibilities; and written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities to develop intercommunication between the organization and a variety of audiences. 2. Skill in gathering, evaluating, and interpreting data to identify potential problems, arrive at valid conclusions, and offer meaningful recommendations and/or resolutions. 3. Skill in working with people to maintain effective working relationships with groups interested in or affected by public affairs programs or policies, and producing written information conveying complex information to a variety of audiences with different levels of understanding. 4. Ability to plan and develop news stories, features, and quasi-technical articles. 5. Ability to present information orally in a logical, clear, and concise manner to audiences with differing levels of comprehension. 6. Knowledge of concepts, principles, policies, and practices involved in communicating information through a varity of means which may include illustrations, photography, presentations, television/motion picture production, and social media platforms. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
