This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provide an analytic perspective to strategic planners. Develop and coordinates analysis of plans and service wartime requirements. Lead planning teams and working groups to address Army enterprise level issues.
Duties
Integrate findings from a broad range of war-gaming methodologies into evaluations of alternative force structure capacity and capabilities .
Lead study teams, planning teams and working groups to address Army enterprise level issues.
Design the approach and framework for analyses to address major projects, initiatives, or problem areas faced by the Army staff.
Perform a broad range of force analyses informing force structure requirements and capabilities at the theater level.
Inform employment of advanced approaches or radically different proposed policies.
Perform resource and campaign analysis for which precedents are minimal in support of decision making by high-level officials on significant issues.
Responsible for data collection, organization, and analyses prior to and following war-games.
Guide and coordinate war-gaming efforts and establishes priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Occasional Temporary Duty may be required.
- This is a testing designated position.
- Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Operations Research Analyst:Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-14 Specialized Experience: One year of specialized experience which includes: Analyzing capability requirements in support of organizational design such as war plans and scenarios; applying analytical or statistical methods and techniques related to statistical analysis and war gaming; and providing data-centric justifications for recommendations to leadership.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
