This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Geographic Information Systems (GIS) specialist. Develops GIS modeling and routines to aid in the collection, editing, manipulation and generation of geospatial data and generation of GIS products.
Duties
Analyzes and defines database system requirements and specifications.
Plans and implements feature classes and attribution of data and database structures.
Loads project data, including hydro survey data in support of navigation and deepening projects.
Utilizes knowledge of surveying, geodesy, photogrammetry, mapping, and computers to plan, coordinate, and
accomplish District work in the areas of planning, engineering, construction, operation and maintenance.
Development and evaluation of digital data and mapping (raster and vector) products in the areas of remote
sensing, photogrammetry, hydrographic surveying, topography and land surveying.
Generates digital terrain models, topographic contours and cross-sections and uses this data to compute volumes
and areas.
Supports the National Levee Database and analyzes levee inspection data.
Trains others to use the district enterprise GIS system including the existing eCoastal data and software.
Requirements

in one of the 50 U.S. states or possessions to operate vehicles.

Basic Requirement for GEOGRAPHER:
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes planning and engineering designs with the use of CAD (Computer Aided Design) and BIM (Building Information Modeling) system software for civil works construction projects; reviewing and analyzing drawings; and configuring with GIS (Geographic Information Systems) for data collection. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
